Voted approval of $5,000 transfer from Reserve Fund to Town Mgr. Expenses. Joined Board of Selectmen meeting to hear report of Personnel Advisory Board. Retired to own meeting and were joined by Town Manager. Town Manager reviewed articles to be discussed and voted on at Special Town Meeting on December 2, 1985. Reserve Transfer Request of $8,000 for Veteran's Aid. Acceptance of November 18, 1986 meeting minutes. Discussed new Pine Meadows Proposal with no change in position. Perry, Secretary DRAFT SPECIAL TOWN MEETING WARRANT DATA ARTICLE 1 REPORTS OF TOWN BOARDS, OFFICERS, COMMITTEES '• ARTICLE 2 EDUCATION STATUTE The new Education Bill requires acceptance of this statute in order for the Town of Lexington School System and Minuteman Regional Vocational School to be A. eligible for the receipt of grants for professional development and supplemental teacher compensation purposes. it is anticipated that the Lexington school system will receive over a two year period ± $360,000 and Minuteman Vocational will receive over a two year period ± $ ARTICLE 3 MOTEL/HOTEL TAX STATUTE Acceptance of this statute is required to be able to receive this new source of I- ;/N , revenue which is a 4% tax on rooms. it is anticipated that the Town would receive ± $275,000 of additional revenue through the acceptance of this statute. Surrounding communities have adopted or are in the process of adopting this statute. ARTICLE 4 SUPPLEMENTARY APPROPRIATIONS The following supplemental appropriation requests are made for the following accounts: r Account 3800 Police Department Expenses - $20,000 (new generator damaged by Hurricane Gloria) Account 4150 Fire Department Expenses - $17,000 (replacement of alarm panel damaged by Hurricane Gloria) Account 1090 Professional Services - $10,000 (personal property reevaluation) $15,000 (Marrett Road improvements) Total = $62,000 ARTICLE 5 HANDICAPPED RAMP CARY MEMORIAL BUILDING Amount Requested - $65,000 (r! A combination of extensive State procedures, local requirements because this in the Historic District and the lack of interest in this small job dramatically increased original estimates. Original appropriation was $60,000. -2- ARTICLE 6 ARCHITECTURAL STUDY, SCHOOL BUILDINGS Amount Requested - $60,000 A study of school and municipal buildings for rehabilitation has been embarked upon through the aegis of the Permanent Building Committee. The Committee has determined working with the School Committee and the Selectmen that it is better T7 b to segregate the schools for study purposes because of the scope of the work to be done recognizing that there is also going to be a new school configuration for the educational program. The separation of the schools allows for 70% --- reimbursement for this study. A program for recommended improvements, for school and Town buildings will be submitted to the Annual Town Meeting. ARTICLE 7 PINE MEADOWS GOLF COURSE The Board of Selectmen have voted to take this property. The financial committees are supportive of this effort. This article has been reserved for any technical corrections that might be necessary to support the taking. ARTICLE 8 MORROW CROSSING Agreement with the developer of Morrow Crossing to provide two units of assisted c apj., housing has resulted in agreement for acquiring property on Bedford Street (two family dwelling) to implement this commitment. The Town will pay $120,000 from Article 64 of 1984.
