Commission reported $98,600 left in bond will take care of 2 Articles which they may
bring to Town Meeting.

1. 150 acres Monroe Meadow - Maple St. , Woburn Street

3. 8 parcels listed on attached sheet worth 11 million (excludes golf
courses)
N. Barnett carrying 1/4 million a year, next 5 years for these purposes.
1/4 million deleted this year by Town Manager.
B. Dailey feels Town Meeting should consider each of the larger pieces individually.
D. Williams feels he would not come in with request for bond unless a large important
piece "hatches".
Recreation Committee members joined meeting: J. Urig, D. Wells, R. Eby, C. Wilson
and J. Halverson.
Projection on next 5 years attached, with explanations on back (2nd sheet) . Dave
A, Wells feels the $60,000 all-weather track would pay for itself in 8-10 years by
eliminating that much manpower from DPW! 16-20 meets per year. Because we are
the only town in Middlesex League without an all-weather surface, the dirt surface
becomes negligence at some point if someone is hurt. DPW costs $5,000 per year to
maintain according to D. Wells. Town Manager has suggested deletion of this project.
On question from D. Wells, B. Dailey stated there will be no bonding under which to
include this project in "83.
D. Wells stated that the $500,000 in '85 for construction at Lincoln St.-Worthen
Road is "pie in the sky". (Why 15,000 for study, plans and specs?) 80-90% of
expenditure will be for surface. B. Cataldo says study already done calls for
venting of methane gas (already installed) and 15 inches of gravel before final
surfacing, so why another study? Expense for Recreation Committee is level funded
for '83. Athletic Field Lighting was the same area where we had the foundation
difficulty several years ago when it was proposed for $70,000. Recreation Committee
members about split even on fees:
1. They are fair
2. Everything should be free
Bob Cataldo questioned need for 120' ladder and Bill Dailey questioned need for

CAPITAL IMPROVEMENT BUDGET 1983 - 87
Recreation Department
Pool -- Monies for the pool were appropriated in 1979 and were
bonded for a five year period. The pool will be paid
for 1984.
Tennis Courts ® this 1985 request is for the construction of
four tennis courts at Diamond Jr_. High School.
Development and Refurbishment of Recreation Parks and Playgrounds-
The 1983 request of $5000 is for replacement of a back stop
on Center #5 , the junior varsity hardball field located
inside the football field. The $10 ,000 request to start in
1985 and continue every other year , is for the ongoing
improvement of fields including Adams , Bridge , Fiske ,
Estabrook , to suggest a few.
Recreation Study Update * The present study is somewhat outdated.
In order to continue to project Capital improvements and
set goals for the dept. , an update on the existing study
is needed.
Reservoir Sdrapn4 Project - Although the water quality and level
of the Res should be improved by the deep well , this new
water source will not eliminate the clarity and algae
problem that gets worse each year. Periodic flushing of
the Res is needed to maintain aesthetic appeal as a
"viable swimming facility.
All Weather Track - Request is for construction of an all-weather
track to replace the existing outdoor track at the High School.
Athletic Lighting - Request is for monies to construct perimeter
lighting at Center 1 & 2 hard and softball fields on
Worthen Rd.
Lincoln Street/Worthen Rd Play Area Improvement - Request is in 3
parts. Initial monies are for a study of the area including
soil tests and feasibility for development of Lincoln St.
y and improvement of the Girls Soccer field on Worthen Rd.
$ 10,000 is requested in 1984 for plans and specifications
and $500, 000 in 1985 for actual development and improvement
of the two sites. These fields are needed to meet the ever
.increasing demands of residents. Although the school
population appears to be decreasing, the request for fields
has not.
Center Basketball Courts Improvements - This request is for
anticipated needed reconstruction of Center basketball
courts as well as new lighting.
