ROOM 111 Present: D Brown, S Spector, P Hamburger, R Eurich, A Levine, R Pawliczek, J Ryan Also Present: P Lapointe, S. Stolz • P Lapointe gave an overview of the status of the Senior Center Site Committee. The COA had a board meeting on February 12, 2003 to discuss amongst other things the concerns expressed over using funds appropriated at the 2000 Annual Town Meeting. The COA Board feels that it has the ability to spend the $50,000 appropriated in order to assist them in their analysis of the need. The COA will provide the community with a more focused and articulate description of any proposed project. • P McGonagle addressed the AC on the status of current applications being submitted to the SBA. Commissioner Driscoll of the Dept. of Education has imposed a moratorium on any further review or approval of pending school construction projects. The Harrington and Fiske elementary schools are not presently on an approved list. The Town permanently issued $14 million of debt on January 30, 2003 for this project. The School Dept has filed the necessary documentation, which was due on December 31, 2002 and intends to move forward and file the remainder of the documentation in June 2003 in accordance with the DOE guidelines. The AC asked how much has the Town expended to date for architectural services. • General discussion of the warrant article, which will propose that the Town purchase the First Church of Christ Scientist on Forest Street for the purpose of relocating the school administration building. • S Spector and K Dooks will review capital articles. • Write up on MMRVHS was provided by E Michelson and will be discussed at the next meeting. • D Brown discussed the meeting she, P Hamburger and J Ryan had with R White. Discussed the possible ways the Town Manager intends to deal with any loss of state aid in Fiscal 2004. • Discussion of the ongoing negotiations with WNA(Wheelabrator,North Andover). The current NESWC contract will expire September 2005. Ac.02.12.2003
