Present: P Hamburger, R Pawliczek, K Dooks, S Spector, E Michelson, A Levine, R Eurich, A Nedzel, J Ryan Also Present: S Stolz, C Hornig, N Bhatia(CEC) Also Present: Members of the Lincoln Field Restoration Committee- R Atchinson, R DeAngelis, P LeBlanc, R Neumeier(Rec Comm.), L Kohler, P Maguire(Geller Sports) • Presentation made by the Lincoln Field Committee to a joint meeting of the AC and CEC • General discussion of the need for the upgrade and the pluses and minuses of going to a synthetic field vs. natural grass. Some concern over the cost and the source of funding. Some feeling that the Recreation Committee should absorb some of the cost. • Joint meeting of the AC and CEC. C Hornig outlined the current stance being taken by the CEC on the capital articles being presented at Town Meeting. • Article 1: STM-Street Related Improvements-$7,000,000. CEC Supports • Article 2: STM-Conservation Land Purchase- Pending • Article 3; STM- Lincoln Field-$3,400,000. CEC has not taken a position. • Article 4: STM—School Capital Article- $900,000. CEC supports. • Article 5: STM-Remodeling/Construction of Town Schools-$ 31,671,000 CEC supports. • P Hamburger raised the issue of the contingency estimate for the Fiske School. He has communicated with R DiGiammarino that the AC feels that the amount should be 3.5%rather than 2.75% for inflation. He has not yet received a response. • Article 7: ATM- Supplementary Appropriations for Authorized Capital Improvement Projects-None known • Article 8a. Pubic Works Equipment-$327,500. CEC supports. • Art. 8b: Pine Meadows Improvements- $300,000. CEC supports • Art. 8c: Traffic Improvements- $150,000. CEC supports. E Michelson brought up the fact that the Town is using $40,000 of C 90 funds for preliminary engineering work with the intent of replenishing those fund if the article is approved. • Art 8d: Street Related Improvements- $1,100,000. CEC supports. • Art 8e: Playground and Recreation facilities Improvements-$ 30,000. CEC supports • Art 8f: Storm Sewer Improvements- $100,000. CEC supports • Art 8g: Sidewalk Improvements- $50,000. CEC supports • Art 8h: Town Building Envelope Program- $685,000. CEC supports. • Art. 9:Water Distribution Improvement- $900,000. CEC supports. • Art. 10- School Technology- $185,000. CEC supports. • Art. 11: School Capital Project-$80,000. CEC supports. • Art. 13-Muzzey High Condominium Improvements- CEC has not taken a position yet • Art. 23: Transfer of Land to Conservation-CEC does not support • Art. 28: Resolution-Use of Appropriated Funds. CEC has not taken a position yet • Art. 29: Community Preservation Act, Accept M.G.L. C. 44B- CEC has not taken a position yet. • P Hamburger discussed the reconciliation of"free cash". • P Hamburger discussed the meeting he attended regarding health insurance. Most parties are now of the opinion that we do not want to cut an additional $250,000 from the Fiscal 2003 appropriation request. • P Hamburger stressed the need to have article write-ups finished by next Thursday, February 28. • Motion to adjourn.
