• T Griffiths stated that the CEC would request the BOS place an article on the warrant
for Roads. The amount to be requested has not yet been determined. Possible $5
million over a five or ten year period. CEC assumes that the $500,000 for roads as a
part of the override will continue in conjunction with the C. 90 funding. CEC plans to
discuss the issue with the DPW staff.
• Discussed the Health Insurance issue and costs. The AC will attempt to develop a set
of objectives: 1.) Review the past two years in an attempt to determine where we are
and why we are there. 2.) Attempt to project where these costs will go through 2003.
Were all the funds expended for health insurance? The prepayment of 4 additional
months in accordance with the revised BCBS requests will require an additional
$ 600,000. 3.) General recommendations for the future. 4.) Review the consultant's
data and recommendations. How do we budget by department? 5.) The Health
Insurance Trust is a part of the annual Town audit. AC will review the audit when
available.
• Scope of the AC Charter. P Hamburger discussed the issue with M Battin. She
indicated that the AC should have full access to any information that will be of
assistance to them in making recommendations to Town Meeting.
• Will objectives get the AC to where it wants to be?
• P Hamburger's e-mail questions are being addressed by the Town Manager.
• Project Plan is to sit with Town Manager or Rose Ducharme and Kevin Walsh(Group
Benefits Stratergy). Why was 1998 and 1999 claims (expenditures) low in
comparison to 2000? What took place and how much did it cost?
• Appropriation history of appropriations does not agree with the GBS appropriated
amounts. R Eurich, P Hamburger, A Nedzel will follow up with assistance from S
Spector and E Michelson.
• Blue Ribbon Committee. Town Manager is seeking to gain support from the major
boards and committees. Prioritization of projects has not been stated. There appears to
be no strategy in dealing with inflation. Can current economic growth be sustained?
What is strategy when assumptions are changed? AC not prepared to vote in support
of the BRC at this time.
