Present: P Hamburger, R Pawliczek, R Eurich, A Levine, C Welch, D Brown, A Nedzel, J Ryan Absent: E Michelson, S Spector • R Eurich welcomed as a new member with a term to expire June 30, 2001 • P Hamburger asked for clarification as to where the preparation of the warrant stood. J Ryan will attempt to get a draft to the committee this week. • MOTION: Approve minutes of December 16, 1999 as amended. UNANIMOUS • Summit V will be held on Monday, January 24, 2000 at 4:30 p.m. in Estabrook Hall, Cary Hall. If an additional meeting is needed it will be held on Tuesday, January 25, 2000 at 7:30 p.m. in the BOS Meeting Room • P Hamburger discussed the meeting he and A Levine attended with R White and J Ryan to discuss revenue estimates. • Concern as to how "sacred"the road funding will be in the out years, 2002 and 2003. • P Hamburger discussed Summit IV. It appears that the operating override will be in the area of$3.2 million plus $500,000 for roads. All members of the BOS, SC, AC and CEC attending Summit IV supported an override of$ 3.7 to 3.8 million. • R Pawliczek discussed the school budget request. At Summit IV the school request was $ 4.3 million. The request appears to have been reduce by the agreed upon $160,000 plus an additional $ 280,000. • General discussion as to how the list will be created. P Hamburger stated that he believes that both the Town and School lists will be presented and then both committees will then prioritize the two lists into one. • J Ryan will attempt to get a school list to the AC on Thursday. • General discussion and then a poll taken that the AC will not take a position on the list at this time. They will discuss the list at their subsequent meetings and report to the Town Meeting. • Capital will be discussed at the next meeting with S Spector. • By-law revision has been submitted to Town Counsel. • D Brown will do more work on the town comparison data from the DOR. Discussion centered on what should the AC produce and it what context should it be presented. AC will discuss further at 02/03/00 meeting. • PILOT's will be discussed on 02/10/00 (A Levine) • Recreation Fund will be discussed on 01/27/00 (C Welch) • Water/Sewer Fund discussion. Policy in place to assist those who need it. Legislation was recently enacted which will help reduce the burden of taxes and water/sewer bills for those eligible(credit on state tax). Few current residents elect to have taxes deferred. • School maintenance budget will be discussed on 01/27/00 ( R Pawliczek) • Long term financial plans have improved. P Hamburger will continue work in this area. There is a need to discuss major future capital needs (DPW barn, elementary schools, roads, senior center etc.) • AC majority position is in support of the override Ac 1.19.00
