Present: P Hamburger,R Pawliczek, A Nedzel, D Brown, E Michelson, S Spector,A Levine, J Ryan Absent: C Welch Also Present: C Hornig • General discussion of the cash Capital Policy proposal developed by staff(see 11/19/99 handout) • Allocation of 5% of non enterprise revenues for debt service and cash capital expenditures • CEC will submit a five year capital program to the Town meeting • Discussed the addition of$500,000 to the override vote for roads • P Hamburger discussed what has taken place with the Elementary School Task Force. Consensus seems to call for repairing the elementary schools over time,perhaps two at a time. • Landfill study to be done by 2002 • Street study done(reconstruction estimated to be$ 17.5 million and will require a debt exclusion),repaving costs at$ 5 million(a one time cost) with an annual need of between $600,000 and $700,000 for maintenance • DPW facility study (2003), estimated cost to be$ 12 million at the landfill or$ 2 to $3 million at 201 Bedford Street • Fire facility, $ 2 million • Senior Center Study $ 500,000; estimated construction at$ 5 million • P Hamburger discussed the gang of 8 meeting. Sense from SC members was that those not attending the gang of 8 meetings were not involved enough • Scheduled Meetings: 1/12/00 @ 4:30, 1/24/00 @ 4:30, 1/25/00 @ 7:30, 2/15/00 @ 4:30 • Discussed possible by-law amendment • Discussed school maintenance • Minutes to be approved at the next meeting • A Levine made a clear and concise explanation of the tax classification issue. Need to look at"indirect expenses"more closely. • D Brown distributed community comparisons and discussed briefly. • Discussion of PILOTS Ac 12.16.99
