Present: P Hamburger, A Nedzel, S Spector, R Pawliczek,A Levine,D Brown, C Welch,J Ryan Absent: E Michelson,D Kessler • P Hamburger stated that he had received a request from the Town Report Committee for our report. A Nedzel agreed to do the report. J Ryan will e mail A Nedzel the minutes of the 1999 Annual Town Meeting • Reminder of the BOS budget meetings being held each Monday evening • S Spector discussed the Recreation Committee meeting with the CEC. Initial proposal includes $ 100,000 for the Center Pool Complex, $ 25,000 for Old Res management(handicap accessibility) and $30,000 for playground improvements • Discussion of a"Space and Building" Committee. Seek to make better use of existing buildings. Are there any parcels of land in town available for either purchase or land swap? Discussion of combining DPW, Police and Fire. Possible use of landfill for recreational playing fields. • Discussion of the CEC meeting with C Rawson and S Ellis re: the wide area network (RCN) and the need to move forward due to the total inadequacy of the existing `I Loop" • CEC will continue to review the cash capital policy. • R Pawliczek discussed the method used in Wayland for capital projects. They are all subject to a debt exclusion • Discussion of the two different roles of the AC and CEC • A Levine would like more time to analyze the cash capital program • Invite C Hornig to next meeting • Change the next meeting from Dec 2nd to Dec 1st • D Kessler served his resignation. Any suggestions for his replacement should be forwarded to M Battin • Forecast policy needed. BOS agree but really do not have a policy • In estimating wage increases past history should be used in making the estimates • Discussion on the replenishment of free cash • P Hamburger intends to discuss the following at the November 30th meeting: renewal and replacement, routine maintenance, enhancements and betterment's
