HomeMy WebLinkAbout1999-03-04-AC-MIN.pdf APPROPRIATION COMMITTEE MEETING THURSDAY, MARCH 4, 1999 COMPTROLLER'S OFFICE, 7:30 PM Present: P Hamburger, R Pawliczek, E Michelson, A Levine, C Welch, D Kessler, P Lapointe J Ryan • General discussion of the School Department proposed cuts of$ 1,410,000 • Discussion and explanation of interest on temporary loans • Discussion of the proposal to upgrade the school athletic fields as a part of the school project and therefore be eligible for the 59%reimbursement • Discussion of Article 1 of the Special Town Meeting seeking $ 500,000 bonds authorization for portable classrooms. Three for enrollment and 2 for special education. • AC will distribute its recommendation at the TMMA meeting on March 1` • MOTION: Recommend approval of Article 1 for $ 500,000 (7y,On,la) • General discussion of Article 18, Resolution-Budget Submission. Need to have a comprehensive budget with funding sources as early as possible. The BOS Budget should reflect an agreement between the BOS and SC. • General discussions of Article 19 by-law Amendment Budget. Appears to alright to change the submission date but it should be tied to Article 18, preferably four (4) weeks prior to Town Meeting discussing the financial articles. AC feels that the process should remain with the timetable of the Town Manager submitting a budget on or before January 111' • MOTION: Recommend that the article be defeated, (7y,On,la) • MOTION: Recommend approval of Article 21, Retirement Board • General discussion of Article 22. AC understands the process followed. AC needs to highlight issues. Discussion of the DPW budget request, PILOTS, trash (NESWC), Chapter 90 (how current are we?) • General discussion of Article 23, Supplemental Appropriations for Current Fiscal Year(fy99) • Article 24, Prior Year's Unpaid Bill,IP • Article 25, Supplemental Appropriation for Authorized Capital Improvement Projects,IP • General discussion of Article 32, School Technology Program. • MOTION: recommend approval of Article 32, School Technology Program, Bond Authorization $ 600,000 • General discussion of Article 33, School Capital Project. Need more information. • General discussion of Article 37, Massachusetts Historical Commission Matching Grant. • C Hornig from CEC discussed their need for more information on the three Recreation articles (29, 30, and 31). CEC supports all other capital requests. • MOTION: to adjourn Ac3.4.99
