HomeMy WebLinkAbout1999-02-04-AC-MIN.pdf APPROPRIATION COMMITTEE MEEETING THURSDAY, FEBRUARY 4, 1999,7:30 PM Present: P Hamburger, R Pawliczek, S Coit, P Lapointe, A Levine, E Michelson, C.Welch, J Ryan • A Levine discussed work he and Eric Michelson are doing on PILOT's • A Levine discussed the financing of waste disposal, stabilization funds at NESWC, GAT and the SWAT Committee. SWAT Committee would like to close the incinerator, put trash in a landfill and do a better job at managing solid waste disposal. A report on solid waste will be prepared for the AC Report. • C Welch discussed her work on the Recreation Fund, the request of the Conservation Commission for a bond authorization, Harrington Field and the Cary Library project • P Lapointe discussed the MMRVHS situation. The MMRVHS Committee with 2 against and one abstention have adopted a FY 200 budget. Attempt to limit school choice to 75 students in FY 2000 and zero in FY 2001. Voted to possibly allow Arlington to opt out of the district. Work being done on the school budget with R Pawliczek. Discussed the latest revenue projections from the State in the Governor's budget • R Pawliczek stated that the school capital request for technology has bee reduced to $600,000 and the program has been expanded to 7 years. School Committee has voted to raise bus fees an additional $20 which will bring in approximately $38,000 but may require an additional bus. • E Michelson has met with G Woodbury and will continue to do so. Discussion on the use of$130,000 of C. 90 funds to pay for the design of Depot Square. The allocation of these funds for this purpose was not discussed at Town Meeting. AC will seek a five-year history of how C 90 funds have been expended. • P Hamburger discussed the past 2"gang of 8" meetings. SC will attempt to cut $1.5 million from the Superintendent's request. R White will attempt to find the remainder in either revenue increases or budget cuts. R White is attempting to get the policy makers to focus on long term issues such as debt and free cash policies. First mention of the possibility of a 7th elementary school. • Calendar for the AC Report: Meet on Feb 18th, 25th, March 4th 9th and 18th. Work needs to be completed by March 4th with a draft prepared by Mar 9th. Final Review will be done on Mar 18th with report ready for the printer by Mar 25th with a distribution at of Mar 29th to Town Meeting Ac2.4.99
