Is $ 3,000,000 per year too aggressive? What is the payback period? Is the PILOT payment plus sewer debt too costly for the average ratepayer? • Currently spending$ 1,500,000 of the MWRA bill for flow. Estimate that up to 70% of flow is inflow. • MWRA estimates that we can save up to 64% of flow charges. Metcalf&Eddy estimate is close to 25% • 244 million more gallons leave the Town than enter through the water system • Will one or two years of the program give us a good sense of the magnitude of savings? Yes • In order to document savings,meters will have to be installed in order to benchmark flow. • Rate impact should be relatively small. Average customer uses 9600 cu. ft.per year. A debt payment of$ 300,000 would cost$ 16 per year. PILOT program at$ 250,000 would cost the average ratepayer$ 15 per year. • AC recessed to attend the BOS meeting for more budget discussion and CEC's discussion of Article 42, Guidelines to Financing Capital Expenditures. • AC returned to regular meeting in Room 105. • General discussions of warrant articles. • P Lapointe will draft AC Report for the Special Town Meeting and send the memo regarding when the AC will issue its report to BOS (Enrich) and SC(Peltz) Ac3.16.98
