HomeMy WebLinkAbout1998-02-11-AC-MIN.pdf APPROPRIATION COMMITTEE MEETING WEDNESDAY, FEBRUARY 11, 1998 THE BIRD ROOM, CARY HALL, 7:30 PM Present: P Lapointe, C Abbott,P Hamburger, R Colwell,R Borghesani, I Mroczkowski, R Pawliczek, A Levine, S Coit, J Ryan • CEC will join AC @ 8:45 to discuss Art 42. • R Borghesani and P hamburger discussed the School Committee's public hearing on the school budget and the MMRVHS • P Lapointe distributed a supplemental report of the AC dated April 2, 1995 re: free cash. • J Ryan distributed letter from Wm. Mercer re: COLA costs • Distributed memo from S Guryan dated February 5, 1998 re: Financial Status Report • R Borghesani discussed the possibility of the school project being reduced in scope by 2-3% as was discussed by the SC • P Hamburger stressed that the project needs to include all nine schools and be reimbursable. • Elementary renovations appear to be curriculum driven while secondary school needs are enrollment driven • General discussion of the existing LEA contract and the financial impact it will have on fy 98 and future years • J Young presented his fy 99 budget as being driven by(1) enrollment, (2) curriculum and(3)wages • General discussion of the SpEd budget • General discussion of the possible combining of school and town building maintenance. Privatize? • S Coit and P Hamburger discussed their efforts re: Art 42. Need to define exactly what the CEC's role in the process is. Is the process better served with one omnibus capital article? What goes in the bucket?Do we exclude some of the town's assets? Amounts allocated for capital should have a specific dollar amount or percentage pre- determined. Should this article include all building maintenance? Some questions which need to be clarified with CEC. • General discussion of the Special Town Meeting and the portable classroom and fire requests. • CEC Joined the AC @ 9:00 pm • AC and CEC awaiting a"white paper"room the Town Manager. Discussed the need to fund the average aggregate need. Will one omnibus capital article be better? • CEC will perhaps not support any request that is not in a reimbursable project. CEC feels that no additional funds should be put into the"white house" • School Capital Ad-Hoc Committee looking at ways to cut from 2-5% from line items. Attempt to avoid new construction. • General discussion of flat payments (i.e.: mortgage payments). Overall interest costs are higher and the difference is not reimbursable. Ac2.11.98
