HomeMy WebLinkAbout1998-01-08-AC-MIN.pdf APPROPRIATION COMMITTEE THURSDAY,JANUARY 8, 1998 COMPTROLLER'S OFFICE 7:30 PM Present: P Lapointe,R Borghesani, C Abbott, I Mroczkowski, P Hamburger, S Coit, R Pawliczek, A Levine, J Ryan Absent: R Colwell • MOTION to accept minutes of December 18, 1997,unanimous • P Lapointe distributed and discussed his memo dated December 23, 1997 to Chair McSweeney requesting a warrant article"Guidelines for Financing Capital Expenditures" • P Lapointe distributed and discussed the"Revenue Summary" as prepared by the Town Manager, dated January 2, 1998 along with the supporting documents. AC expressed interest in a further explanation of the projected health insurance savings. • P Lapointe distributed and discussed the"School Department Draft" of budgetary issues for Fiscal 1999, dated January 7, 1998. • P Lapointe distributed and discussed the proposed school capital requests for Fiscal 1999. Questions raised surrounding the paving and that the primary need for portable classrooms is somewhat lost with the paving. Discussion of methods to act on the portable classroom issue early in an attempt to assist the School Department with a timely delivery. • P Lapointe distributed the"Report on Compensation"dated December 8, 1997. • P Lapointe and R Borghesani reported on a meeting they had January 8, 1998 with J Young, S Guryan and P Lombard re: SpEd. Tremendous amount of data that need to be presented in a different fashion. Placements are up 50% from 20 to 30 in Fiscal 1998. Tutors and Ed plans are a part of the driving forces. • P Hamburger distributed and discussed"Cap&Op" spreadsheets dated January 8, 1998. General discussion followed around free cash and local estimated receipts. Concern expressed on the magnitude of the underestimates. • S Coit discussed meeting with CEC. There is a need for AC and CEC to be together on the funding issues related to capital. Possibility of an"omnibus" capital article rather than a number of articles as have been the past practice. Discussed the pros and cons of a stabilization fund. AC and CEC will work together to draft the article, restate the history of capital appropriations and prepare a five year projections with the intent of preserving capital funding. ac1.8.98
