HomeMy WebLinkAbout1996-04-03-AC-MIN.pdf APPROPRIATION COMMITTEE MEETING WEDNESDAY, APRIL 3, 1996 COMPTROLLER'S OFFICE, 7:30 PM * Present: P Lapointe, M Miley, J Pagett, M Hastings, R Colwell, L Peck, J Ryan * Absent: R Leone, M Mairson, R Borghesani * P Lapointe distributed a draft of the AC Report to Town Meeting * AC reviewed the draft and commenced discussion * P Lapointe discussed Article 17, Fire Pumper purchase. Discussion followed over the possibility of funding the pumper with free cash and leaving Town Meeting with approximately $ 750k vs $ lmm in free cash. If the pumper were to be funded in this manner then the AC would be successful in starting the process of using free cash for capital requirements. * MOTION: To reconsider Article 17. UNANIMOUS * MOTION: To recommend that the pumper, in the amount of $ 262,500 be purchased with free cash. UNANIMOUS * L Peck suggested that the cuts and shifts be clearly identified in the report * R Colwell stated that he feels that Town Meeting is perhaps going to be inclined to set aside specific funding for capital needs in the future. * R Colwell suggested that the gap, as it appears on page 2,be easily understood as to how it was closed. * P Lapointe discussed the inflation information as it appears on page 3. Budget requests are greater than inflation. Should they be?? Should the requests be limited to a 2 1/2% increase?? * R Colwell felt that the requests should fall within expected revenue increases * P Lapointe discussed the MMRVHS on going issue * There was some discussion on the Reserve Fund. Keep it, assign it to the Town Manager?? * MOTION: To reconsider Article 11. UNANIMOUS * MOTION: To recommend an appropriation of $ 105,000.UNANIMOUS * MOTION: To reconsider Article 12. UNANIMOUS * MOTION: To recommend an appropriation of $ 225,000. UNANIMOUS * MOTION: To reconsider Article 36. UNANIMOUS * MOTION: To rescind the previous vote on Article 36. UNANIMOUS * J Pagett expressed concern that not much appears in the report regarding the School Department request under Article 4. General discussion followed. There isn't much on the Town side either. Time is very limited and perhaps it would be best if comments be made by P Lapointe when he makes a report under Article 2 on April 22nd. * P Lapointe will finalize report to go to printer on Thursday. * MOTION: To adjourn acmt4396
