HomeMy WebLinkAbout1995-11-27-AC-MIN.pdf APPROPRIATION COMMITTEE MEETING MONDAY, NOVEMBER 27, 1995 COMPTROLLER'S OFFICE, 7:30 PM * Present: P Lapointe, M Miley, J Pagett, M Mairson, M Hastings, R Leone, R Borghesani, R Colwell Absent: L Peck, J Ryan * MOTION to accept minutes of November 8, 1995; UNANIMOUS * P Lapointe discussed the budget process meeting, sponsored by the LWV. P Lapointe and J Pagett participated. * P Lapointe met with both J Young and R White this past week. J Young indicated that he thought the SC would be interested in "interest based negotiations". R White does not feel that the BOS is ready for that type of prioritization effort. Work in this direction should be one-on-one rather than in public meetings. Too difficult to negotiate and discuss freely in a public meeting. P Lapointe stated that he felt that there is a good line of communication with J Young and R White regarding a more rational and direct budget process. * Town Report verbiage is due by December 25th. M Miley will prepare a draft. * School budget to actual seems to be all right at this point in time per S Guryan. P Lapointe stated that there seems to be some confusion about state aid coming in late. Is this additional income the schools can spend? * P Lapointe sated that R White does not feel the AC understands his difficulty in dealing with contingencies. At the six month stage the AC can expect to receive a management by exception report. * Distributed Andover's " Managing the Budget Process: Setting Goals and Benchmark" which was discussed at the ATFC meeting at the end of October. Caution expressed about the numbers but the format is good. * Discussion of long-range planning ensued. * P Lapointe will continue to work out scenarios. * AC would like to invite Carol Mahoney and Marita Hartshorn to a meeting. P Lapointe will attempt to have Marita attend the meeting of December 12th. * Discussion as to the progress being made by the Capital Expenditures Committee. * MOTION TO ADJOURN; UNANIMOUS acnov28
