HomeMy WebLinkAbout1995-04-20-AC-MIN.pdf APPROPRIATION COMMITTEE MEETING THURSDAY, APRIL 20, 1995 COMPTROLLER'S OFFICE, 8:00 PM * Present: P Lapointe, C Coughlin, J Pagett, M Mairson, M Miley, L Peck, R Neumeier, R Borghesani, J Ryan * Absent: R Leone * P Lapointe discussed the meeting of April 15, 1995 held by the BOS * P Lapointe and C Coughlin discussed their meeting with S Guryan re: Fiscal 1995 and the need for an Article 5 appropriation * J Ryan discussed the Town Fiscal 1995 overruns: Fire Personal Services $ 80,000 is due to the fact that the contact with the Fire Department for Fiscal 1994 allowed the ladder truck to be manned by two employees and in the absence of a new contract with the fire fighters union the contract language reverts to previous contractual obligations which call for three men on the ladder truck. This cost is equal to two positions. Fire Expenses, $ 36,000 is due to major repairs required on the ambulance, Engine 3 and the ladder truck Police Personal Services, $ 30,000 is due to overtime costs associated with the filling of a dispatcher position because of the long term illness of a dispatcher. * General discussion of the removal from the override question of $ 211,450 for Lexpress * General discussion of the proposed replacement of Lexpress with $ 196,848 of Fire Personal Services. This is the estimated savings in overtime costs to be realized by not filling the vacant position and therefore taking a pumper off line. It is estimated that the overtime to be saved will be in the area of $ 195,000 * General discussion of the other override items as they currently stand: Police Personal Services, $ 90,000 Inspectional Services Personal Services, $ 12,000 DPW Personal Services for "Island Maintenance", $ 29,000 * General discussion of the override * General feeling that the AC should not micro-manage the process, it is a decision of the BOS and the AC should support their position if it is deemed reasonable or put forth another alternative * C Coughlin discussed the meeting with S Guryan (see handout) School overrun is estimated to be $ 500,000, less management control and freeze in the amount of $ 170,000,less Fiscal 1995 Reserve Fund Transfer of$ 100,000 would leave an Article 5 Transfer of $ 230,000 required. * General discussion of the estimated Medicaid reimbursements being sought by the School Department, estimated to be $ 109,000,a recouping of legal fees from the Smith-Grove suit * MOTION by J Pagett to recommend an Article 5 transfer from "free cash" to the Fiscal 1995 School Appropriation in the amount of $ 230,000. Unanimous with one absent. * General discussion of the possible increase in state aid for Ed Reform and the Lottery * MOTION by R Neumeier that the Town not commit itself to funds it does not have. Unanimous with one absent * General discussion of the possible amendment removing the Police Personal Services $ 90,00 from the override and replacing it with Library Expenses. * MOTION not to support the amendment if asked. AC feels that the new program (Police) should be put at risk in deference to an existing program (Library). Unanimous with one absent * R Borghesani stated that he will not be able to attend Town Meeting to present AC position on the other outstanding articles. AC needs to reassign responsibility. * Next meeting will be @ 7:30 pm in Director's Room @ Cary Hall on April 24th * Motion to adjourn acmtap20
