HomeMy WebLinkAbout1995-04-10-AC-MIN.pdf APPROPRIATION COMMITTEE MEETING MONDAY, APRIL 10, 1995 DIRECTOR'S ROOM, CARY HALL, 7:00 PM * Present: P Lapointe, C Coughlin, M Miley, J Pagett, L Peck, M Mairson, R Leone, R Borghesani, R Neumeier, J Ryan Also Present: B Colllier * P Lapointe distributed the handout to be distributed this evening by R J White, the appropriation summary, an accounting of all the activity which has taken place since the beginning of this process as well as the motions as they are currently worded. * The tentative agenda for the evening will be a presentation by R J White, J Young, P Lapointe, N Cannalonga and P Hamburger followed by the start of Article 4 with a presentation being made by J Dini and J Young * R Leone distributed the overheads he has prepared and a general discussion of the Fiscal Realities and Policy Guidelines followed. * R Neumeier stated that he would like to see per pupil costs on one of the overheads. * J Pagett concerned over Fiscal Reality # 5 which appears to reflect a 66% increase in the overall costs being paid by citizens in Lexington. A general discussion followed with an agreement that P Lapointe choose his words carefully when he explains this overhead. * A general discussion centered around the appropriation request for the MMRVHS. There is a sense that the cost per student at MMRVHS is too high when compared with other regional vocational high schools. This request requires additional time and effort in order to better understand how the assessment is arrived at. * C Coughlin stated that she felt that Article 5 needs to be discussed since there is the possibility that there may be a $ 650,000 problem with only $ 250,000 in the reserve fund. * P Lapointe indicated that he did not get a sense that Town Meeting wishes to have a bundled override. * There may be a motion presented to remove Lexpress from the override and replace it with something else. * History indicates that the Town has historically had bundled overrides. * General discussion of the override followed. * MOTION to support a bundled override for $ 1,500,000. UNANIMOUS * Prefer a programmatic set of cuts. * P Lapointe thanked R leone for the overheads * Amendment to Article 4 to amend the amount at risk on the override for the School Department to $ 840,000 from $ 1,172,152was defeated. AC vote on the amendment was seven opposed to the amendment with two in favor ( RN, RB) * Motion to adjourn acmtap 10
