Lapointe, J. Ryan Absent: R. Borghesani Meeting called to order at 7:30 P.M. Minutes of January 25, 1993 meeting accepted General discussion of Town Manager's revised budget reflecting a reduction of $428K from his original recommendation for the Schools J. Pagett indicated that she thought that the Town Manager would stand by his original recommendation and thought that J. Young felt that there was perhaps some room for compromise. Town Manager and Superintendent have worked together as requested and it seems that the Board of Selectmen is posturing. G. Burnell requested a sense as to what the AC felt were the key issues for this years Town Meeting: 1) privatization of the ambulance service 2) capital expenditures( DPW equipment & paving) 3) School/Town revenue allocation(61/39) 4) health insurance 5) Art. 20 study must include Schools & Town facilities 6) METCO S. Nablo spoke to privatization issue and debate at the Selectmen's meeting. Felt that both sides were presented well by Town Manager and Ken Donnelley. Motion to support Town Manager recommendation for privatization. Vote 7 in favor 1 against (C. Coughlin) General discussion of the DPW capital articles centering on equipment and paving. Paving is currently 9 miles behind schedule on twenty year plan. Selectmen support paving Mass Ave ($132K) but with no apparent revenue source. G. Burnell requested a vote on Articles before Town Meeting: Art.8 (Water Mains $1,190,000),Art. 11 (Sanitary Sewers $210,000), Art. 12 (Infiltration Removal $350,000) and Art. 13 (Intermunicipal Agreement With Bedford) will be discussed after P. Lapointe has had an opportunity to discuss them with the Town Manager Art. 10 (Street Improvements $632,000) AC will support an appropriation request of $500,000 as there appears to be no defined revenue source for the $132,000 for the repaving of Massachusetts Avenue Art. 15 (Pine Meadow Master Plan and Reconstruction of Hole # 5 $50,000) received unanimous support Art. 16 (Pine Meadows Maintenance $30,000) received unanimous support Art. 17 (Rehabilitation of Center Pool Complex $50,000) received unanimous support Art. 18 (Playground Equipment and Improvements $50,000) received unanimous support Art.20 (Facilities Study/School and Town Buildings $200,000) General discussion centered around the understanding that the PBC has gone ahead with plans only including the Schools. AC will not support Art. 20 unless the study includes all School and Town Buildings and creates a priority list Next Meeting scheduled for Monday, March 1, 1993 at 7:30 P.M.
