Ryan Members Absent: R. Souza, S. Nablo, J. Curry Meeting called to order at 7:30PM Motion to approve minutes of October 26, 1992 meeting approved unanimously Paul LaPointe made a brief presentation of the report and findings of the Citizens' Budget and Strategic Planning Advisory Committees' Subcommittee concerning health insurance issues. There was a general discussion of the report and the magnitude of the problem facing the community. Paul stated that the Town Manager was in the process of putting together a committee to make some recommendations which will hopefully go into effect in Fy 96. Committee and Paul Lapointe felt that the discussion should commence immediately and that we can't afford to wait until the end of FY95. Some sense of frustration -� expressed over the fact that the report was made to the School Committee in March of 1992 and subsequent to that date the Committee extended the contract with the LEA by one more year thereby delaying any possible change to the existing policy. AC will continue to discuss the issue and attempt to be an active participant in the ultimate resolution of the issue. Comptroller' Report: Gants report bill not yet received. Possible funding issue with the Police Department due to repair of vehicles due to accidents and the recovery of insurance proceeds in excess of $10,000 TMMA meeting held on Saturday, November 21, 1992 was thought to be successful overall although there was a sense that there should have ben more time allotted for questions. Education: general discussion of the presentation made by Superintendent Young on Saturday, specifically increasing enrollments, the opening of the Hastings School, METCO and the School Department budget schedule for the FY 94 budget. J. Pagett asked that all AC members attend as many of the School Department budget sessions as possible. Combined Dispatching: C Coughlin is meeting with Chief Bergeron on Wednesday, November 25th to discuss progress being made. Discussed reorganization of Fire service on the south shore and regional dispatching in the Natick area. G. Burnell provided the AC with a draft of the report to appear in the Town Report. After some discussion G. Burnell was instructed to make some revisions. G. Burnell announced that he had received a letter of resignation from John Curry as a member of the AC. General discussion of the circumstances surrounding his decision to resign. J. Ryan distributed to each member a copy of Section xiii of the Town By Laws r• indicating that no Ac member is to serve on any othe '° oc mmittee in accordance with the By-Law. Some discussion and concern of the role some members wish to have with other committees and groups within Town due to their individual sense of responsibility. It was suggested that if any member had any concern over their role with any other organization that they discuss their personal circumstance with Town Counsel. General discussion of the budget hearing schedule before the Board of Selectmen and a sense that all AC members should attempt to attend as many of those sessions as possible. Meeting will commence on January 4, 1993. Next Ac meting scheduled for Monday, January 4, 1993 at 7:30 PM in the Comptroller's Office to be followed by attendance at the Board of Selectmen budget hearing. Motion to adjourn. acmtgll/23/92
