Meeting opened by N. OSullivan
R. White discussed the budgetary process and his intention to submit a
docuement prior to Christmas. The Capital Budget was late last ear
and he will attempt to issue a first draft in late October or early
November and will also try to improve both the content and format.
P. Geiger discussed the zero base budget. Accountability has been
difficult.Also discussed a programatic budget. He indicated that he felt

very strongly that the individual teaching case load must increase and
projected that the FY '92 budget would increase at least 1 .6 million if the
teachers contact were to be ratified in its existing condition. Salary
adjustments would be in the range of 5.9% including the built in step
increases. He is seeking a 2% increase from the principals. New contract
will allow input from the faculty and will therfore slow the process down
significantly. P. Geiger expressed concern that the contract would evolve
into a personnel and building budget with material supplies and
maintenance deteriorating due to the required committment to the
contract. He indicated that he will submit another capital budget
which will address the needs of the School system. The biggest problem
facing the School Committee will be the cutting of personnel along with
the reduction in the ability to manage the system due to the distribution
of management to the individual school councils.
M. O'Sullivan asked P. Geiger if he thought it possible for the school and
the town to back into the dollars available to which he responded "yes"
R. White stated that, if the contract were to be ratified as is it would
be a prescription for conflict amongst the various boards.
P. Gpiqpr indicated that the Committee may "conditionally ratify" the
contract tonight with an agreement to continue with further negotiations
to continue and that he didn't feel that the teachers would negotiate
any further due to the fact that they/ would have nothing to gain. When
asked fora date and an amount for the "712 budget iie indicated that he
could simply pick a number out of the air due primarily to the fact that
he may have to consult with 40i0+ teachers all of whom '+f'i'ould be allowed
to provide input.

M. O'Sullivan announced that he would not seek the Chairman's position
for the next fiscal year. Requested that the A.C. meet next month to have
