M. O'Sullivan expressed disappointment that the TM was unable to attend this
evening.
discussion of budget. as presented. was good in certain respects. but lacking
in others.
*Town Government pretty tight. but seems fat in water & sewer.
*insurance up $780K.
*school budget up more than 9.75% due to appropriations found within town
budget tie: insurance) .
*only item open for scrutiny is snow & ice.
*crucial to find something to cut in both the Town and School.
*.request Town Manager and Richard Spiers to attend next meeting.
Richard Perry - insurance for retirees increased from $2K to $5K.
*perhaps have P.A.B. review and recommend.
Request copies of School Budget for all members of Appropriation Committee.
Review of Exhibit 4 - T.M. FY'90 Capital Budget Equipment replacement.
*discuss sidewalks
*recreation
*low/moderate income housing - selectmen hope to have a plot design for
Meagerville by ATM.
*suggest Reserve Fund to $300K.
A. Lazarus discussed preparation of school budget with input from all sectors of the
system.
D. MacLean - discuss Special Ed appropriation @ 100% due to unsureness of 60e State
reimbursement.
School Capital request discussed.
Discuss "free cash" and the possibility of limiting the % appropriated annually.
