Appropriation Committee Meeting March 5, 1987
Meeting called to order 8:10 p.m.
Members Present: Members Absent:
M. O'Sullivan J. Ryan R. Cataldo
R. Perry G. Burnell M. Polebaum
H. Muehlmann G. Doran
L. Gilson J. Campbell
S. A. Clough and P. Newman (School Committee Members)
S. A. Clough - discuss this year's shortfall
- will probably have to request something under Article 6
- freeze on supplies, travel, etc. -- basically put off to
next year
- shortfall this year judgement, staffing, transportation,
electricity, special education
M. O'Sullivan - discuss assessment from Minuteman
- legislate control over electric costs
S. A. Clough - discuss FY 88 budget
- cutting has been made but not recognized
- postponed equipment purchases
- make Town aware of real costs
P. Newman - change budget tactics
- given number or percentage increase and back into budget
- develop budget on what committee feels they need
- put forward budget committee feels that the town wants and
let them vote it up or down
S. A. Clough - holding out on going public, let it go to Town Manager,
puts pressure on both sides
M. O'Sullivan - Appropriation Committee doesn't feel that we can handle
$750,000 addition to budget as submitted
- Article 4 global approach -- send it all back for
appropriate cuts
- suggest percentage cuts across the board
P. Newman - is there any chance of generating new revenue?
G. Burnell - that should not be an issue -- contain budget vs. raising
revenues
H. Muehlmann - discussed tax reform and that voters had voiced their
opinion Proposition 22, Tax Cap
M. O'Sullivan - incentives for early retirement - are they productive?
S. A. Clough - used to motivate people to retire early
- staff reduction in High School @ 35 over next three years
- levels out costs
R. Perry - is upper level administration any less than 10 years ago?
- yes, according to S. A. Clough
S. A. Clough - increased costs are uncontrolled
- electricity shortfall not as bad as projected
- early education $183,000 has been looked at carefully and
they want to go ahead
- almost all school systems have gone to single session

G. Burnell - raised questions as to whether this program becomes a
day care center vs. education
L. Gilson - questioned electricity increase
S. A. Clough - will attempt to answer any questions committee may have
if put in writing
