Transfer Request: From Reserve Fund to Hazardous Waste Collection $16,100
- reason for request presented by J. Marshall, S. Adler and C. Abbott
(L.W.V.)
- greater anticipation than expected
- shared some costs with Lincoln (sharing overhead costs)
- disposal fees have also increased tremendously
- '88 budget request for $30 K
- perhaps do something different for oil disposal
- J. Marshall discussed possibility of a mandatory recycling program
with 5 communities
- approximately 270 took advantage of program with an estimated 30
to 50 left due to wait
- Motion made and transfer approved unanimously
Transfer Request: From Reserve Fund to Council on Aging $4,000
Susan Adler discussed request due to the termination of a contract with
Kirk Noyes, Corp. for maintenance of the Senior Center
- Noyes has been released from contract - contract for cleaning went
out to bid on 12-1-86
- discussed Senior Center heating problems
- L. Gilson asked if transfer not approved what would the consequences
be - cut other programs
- Motion made and transfer made unanimously

L. Gilson addressed concept of land bank tax on behalf of Conservation
Commission
- seeking Appropriation Committee. support
- proposals in area of 1/2 to 2% of selling price funds to be used
for purchase, maintenance and administration of conservation land
along with low income housing
- land use fund would be administered by Conservation Commission
- some concern voiced over a "new tax"
- discussion will be reported back to Conservation Commission
G. Burnell discussed Minuteman Vocational School
- assessment is up with level enrollment
- 5 1/2% wage increase
- estimate 12 to 14% increase in per capita costs
- Weston has formally voted to withdraw from vocational school
- limit 89 to 2 1/2% increase
