There were Town Leeting :.'embers present . The Town Clerk , James J Carroll , read the warrant for the meeting , until further reading was waived on motion of Select- man : 1r . Trask . The Town Clerk read the Constable ' s return of the warrant . Selectman Lr . `.4'rask , moved to take up article one ; offering the following ; That a CoI! �mittee of three be appoi_nteq.by the i'Ioderator , one of which shall be the Moderator, to arrange a series of lectures provided by the wills of Eliza Cary Farnham and Suzzanne Cary . Albert T Burnham, read the following report , to consider a caucus to nominate Town Officers as follows ; as voted at a Town Meeting held October 15 , 1930 , which read as follows ; " Voted that a Committee of five be appointed by the Moderator to consider and report to the Town i.. eeting whether or not it is desirable that the representative town meeting , or its members make recommendations to the voters of the Town as to candidates for town office or for members of this representative town meeting , and if desirable what methods may be adopted for that purpose . " Report of Committee as follows ; October 24 , 1932 . Your committee appointed to consider a caucus to 111 nominate town officers have held several meetings and have come to the following conclusions . That in a sub-division the size of Lexinton the voters have as good a chance to know or learn tine qualifications of a can- didate for office at t' e election as at a caucus , That only a small percent of the towns of our size hold such a caucus . That if such a caucus were held every voter in town should have a vote . A suggestion was made that the town meeting members constitute the caucus , but your committee believe every voter should have the right to take part in such a caucus . That it would probably cost the town from a:1000 . to 1,;)1500 to hold such a caucus . And it is the recommendation of your committee that no action be taken at the present time . One ,spoke i n opposition . This is tUe second time substantially this same petition has been before the Town . Last year , the name petitioner flied a petition for the same chan ; ', e inzoning of the same plot of ? and . The present petition asks additionally for removal of the twenty foot set back on Woburn Street . The earlier petition was reported upon adversely by the elan, ing Board and. was decisively rejected by the town meeting held on F evening of September 213 , 1931 . At the, recent haring , the petitioner was requested to state the grounds , if any , upon which the present petition should be favor, . ,, ably recommended that did not exist upon presentation of the same petition one year ago . In reply it was stated that when the earlier petition was presented the petitioner was not prepared definitely to commit him, self to the particular use to which the lot would be put , if the zoning was changed , whereas now he was willing to bind hins elf to use inpart for a filling station for Automobiles and several small stoves . The uetitioner files with the Planning Board sketch Plans of the proposed buildings which were explained in considerable detail by the Architect who was also present . It was stated that to build• ings and the position thereof would be changed to any reasonable e. , tent to accomodate the views of the Town Officials . In was also stated that the part of the lot , upon which the filling station was to be placed was to be sold to t Jenny Oil • Company which would bind itself to erect buildings in conformity with the plans , and that the stores would, also be erected is con- formity on- formity with the iblans . In our report upon the former petition we said ; - " The rano -petty itself lies on the border line between the principal business iect of the Town and in an important residential section . There would seem to be no occasion for enlarging the 'business section or d =. stri;` until all property within the present bounds shall have been so nearly utilized as to cause congestion or undue appreciation of values . That status has not yet been reached and anuarently will net be reached for some years to come . until.. that time is reached no reason is seen for enlarging the present business district . In the present business or C 1 district on Yassachusetts Avenue ex - tending from is: eriam- Street to - Woburn Street there is still avail - able for business a total of 1310 ft . f rontae of property not yet availed of for business uses . " In acting upon petitions fir changes in zoning , the require - ments of the 2 wn as a whole should be considered and not individual _preferences or interests . If the wishes of individual owners were to be recoTnized , the Town would quickly lose its orderly develop - s gent and would be cowered with isolated business areas in the midst of residential areas , and isolated values on tl e one band wool ' be unduly appreciated , and on the other hand ad ,joinin -7 valuT' s took be depreciated . The Planning Board also believes that it will probably he found to be fOr the best Interests of the Town to extend Sherman Street to ,junct - ion win Woburn Street and to discontinue Fletcher Avenue from Sherman rtreet eet to Massachusetts Avenue and thus do away with the dangerousanerous Fletcher ', venue Railroad Crossing . Until these various changes shall have been further considered and worked . eat , the Planning Board believes it to be unwise to chane the zoning of the trian o,ular plot which is the subject of this petition , or to promote immediate erection of any expensive building thereon . Any present gain in valuation and taxable return would likely be more than o - .fs et by the daanago s that would have to be paid when the time e for widening Woburn Street shall a 'Irive , also for separating the vgrades at the Woburn Street Railroad Crossing . . The petitioner will suffer no damage by cnntinuning the pro - perty in the class in which it was zoned when he purchased it . With respect to removal of the set back on Woburn Street , the Planning Board is clearly of the , opinion that it should not be done .
