Committee Members Present by Roll Call: Marilyn Fenollosa (Chair),joined the meeting at 4:09 p.m.,
Charles Hornig (Vice-Chair,) David Horton,Jeanne Krieger, David Langseth, Joe Pato, Robert Pressman,
Lisah Rhodes and Melinda Walker
Other Attendees: David Kanter(Capital Expenditures Committee Liaison), Carolyn Kosnoff,Assistant

Mr. Hornig called the meeting to order at 4:08 p.m. Ms. Fenollosa was present by phone and assumed
the chair when her internet connection was restored at 4:14 p.m.
CPA Fund Requests—Debt Service Adjustment
Ms. Kosnoff explained that a BAN will be issued for the principal and interest on two projects authorized
in 2014 to be paid by debt and completed in 2021.
Community Center Renovation $30,427
for installation of a standing sign
Cary Memorial Building Renovation $38,608
for a portion of the Center Streetscape Sidewalk
Accordingly, the FY2023 Debt Service has been increased by$69,034.
The Committee voted by a roll call vote to recommend to the annual meeting the revised debt schedule
of a total of$1,935,635. (9-0).
Vynebrooke Village Preservation Project
A revised project application for the Vynebrooke Village Preservation Project, submitted by Caileen
Foley, Executive Director of the Lexington Housing Authority,was considered.The amount of the
request was reduced to eliminate wetlands mitigation work of questionable eligibility, associated with
improving drainage necessary for preserving the buildings.The resulting funding request of$160,790 is
for fire safety improvements.
The Committee voted by a roll call vote to recommend to the annual meeting the revised project(9-0).
CPA Warrant Article FY23 Projects
Question about Wright Farm Barn Stabilization and Preservation
Ms. Walker asked if two prior authorized projects related to the Wright Farm Barn had been completed
and whether the FY23 request was within the scope of these two projects
FY2016 Needs Assessment —$35, 000 all spent
FY 2020 Site Access Planning and Design ^'$69,000 not yet spent
Mr. Pressman observed that the proposed stabilization request would not fall within the scope of the
2020 Planning Request which was intended for developing trail parking and access, not related to the
barn.
Question about Center Recreation Complex Bathrooms
The Committee discussed at Mr. Pressman's suggestion whether the outcome of two activities bearing
on the position of the high school,
1) Recreation Field and HS Project, a study to determine departmental jurisdictions and restriction
within the proposed construction area and
2) a Citizen's Article to form a working Group to study the design,
would jeopardize the long-term viability of the site of the proposed bathrooms.
Ms. Rhodes commented on the working group and Ms. Kosnoff provided assurances that the site of the
bathroom renovation would remain untouched. Mr. Pato noted that he had abstained on the vote for
the bathrooms initially because he did not at that time have the assurance that the bathroom site was
secure. With new information he is prepared to support the project.
The Committee voted by a roll call vote to recommend to the 2022 Annual Town Meeting the CPA
Warrant Article (9-0). Ms. Kosnoff left the meeting.
Update on Annual Report to Town Meeting
Ms. Federico has completed drafts of two sections of the report, Financials and Project Descriptions.The
Project Update section will be completed by February 11 assuming project sponsors assisting with
project updates submit their work by the end of January.The Committee agreed to the following
schedule for review and adoption of the Report:

Lexington Housing Assistance Board (LexHAB)Guidelines
The guidelines, revised by Mr. Pressman, Ms. Walker and Mr. Hornig were reviewed with particular
attention to items 3) and 4).
Item 4) Given that the Town Manager had indicated that the LexHAB projects are not subject to the
Town's Integrated Design Policy and that Mr. Burbidge, LexHAB Chair, has provided his assurance that all
LexHAB projects will be constructed capable of achieving net-zero energy efficiency, is there a need to
retain the statement "Efforts will be made to maximize energy efficiency in each building"?The
consensus of the Committee was that the commitment to sustainability should remain.
Item 3) LexHAB acquisition costs ...."shall not exceed"....
The question centered on whether the cap should remain on each project, or each project be
considered on its merits. As an alternative to eliminating the cap, some felt wording be changed to
reflect that this was largely a guideline, by substituting "should"for"shall." A persuasive argument for
retaining the guideline is that it serves as a reminder that acquisition and construction costs are high for
LexHAB projects.The consensus of the Committee was to substitute "should" for"shall."
The Committee voted by a roll call vote to recommend to the Select Board and LexHAB Board approval
of the revised guidelines with the suggested changes in the draft noted in item 3) and that item 4) be
retained. (9-0)
The Committee recommends that no LexHAB guidelines be included in the FY 23 Annual Report because
the old guidelines were out of date and the new draft would not be approved at the time of publication.
Next Meeting: Thursday, February 24 at 4:00 p.m. to approve the Annual Report to the 2022 Town
Meeting
The meeting was adjourned at 5:13 p.m. by a roll call vote. (9-0)
