Ms. Fenollosa called the meeting to order at 4:02 PM.
Revised FY23 CPA Funding Request- Lexington Housing Authority-VVnebrooke Village
Modernization Proiect- Mr. Makarious briefly explained the limits of using CPA funds for
community housing and recreation when the asset was not purchased or created with CPA
funds. When an asset has not been purchased or created with CPA funds, preservation is
allowed for community housing but rehabilitation is not. Preservation is intended to prevent
harm and Lexington Housing Authority's (LHA) request for fire alarms and safety systems as
well as wetland work is considered preservation.The ADA portion of the application is
considered rehabilitation which is a prohibited use for community housing when the asset has
not been purchased or created with CPA funds. Mr. Makarious then explained that the ADA
portion of the project will not be fundable with CPA funds because it also does not fall under
the category of creation or support. Ms. Foley thanked Mr. Makarious for the explanation and
stated that she will remove the ADA portion from her request.
Ms. Fenollosa asked if Ms. Foley could use Town ARPA funds for the portion of the project that
is not CPA funding eligible. Ms. Kosnoff stated that she would encourage Ms. Foley to write a
letter to the Town Manager and to the Select Board requesting use of the funds and explained
that there will be a community outreach process in the future. Mr. Pressman asked Mr.
Makarious if a portion of the ADA work could be considered creation because additional square
footage is being added to the units. Mr. Makarious stated that if more units were created then
yes but adding additional square footage is not accommodating more units or serving more
people. Mr. Hornig stated that he was under the impression that the wetland mitigation was
necessary because of the ADA unit expansion. Ms. Foley explained that the wetland mitigation

is to improve the area wetness and to protect the building from harm. Mr. Hornig stated that
wetland work to protect the building from harm is considered preservation but adding more
wetlands is not preservation. Mr. Makarious stated that if an area is going to be preserved for
open space it will need a conservation restriction and that preservation of any wetland without
a restriction is not CPA funding-eligible. Ms. Fenollosa stated that the funding request for
wetland mitigation may not be preservation-related and to move forward with the funding
request and that the wetland mitigation should be removed from the application. The work
that is needed to be done to protect the building from harm should remain because it is CPA
funding-eligible. Ms. Foley explained that she will submit a revised application after meeting
with the Conservation Commission.
The Committee voted by a roll call vote to recommend to Annual Town Meeting the fire alarm
and safety system updates as well as eligible drainage work to preserve the building with TBD
listed as a funding amount until final figures can be provided (9-0).
Ms. Foley, Ms. Gagalis, Ms. Lee, and Mr. Makarious left the meeting at 4:36 PM.
FY23 CPA Funding Request- Conservation-Wright Farm Barn Stabilization and Preservation-
Ms. Dohan provided an update on the status of the Wright Farm Barn project. Conservation
met with Colin Smith and Lester Savage to develop four options for CPA funding. Option one is
$15,000 for hazardous testing and Colin Smith's time to prepare design and bid documents.
Option two is $155,000, $15,000 for option one and $140,000 for stabilization and mothballing
efforts. Option three is $15,000 in FY23 and $140,000 in FY24. Option four is $155,000 for FY23
Special Town Meeting.
Mr. Hornig asked about phase two of the project and how much it will approximately cost to
preserve the barn. Ms. Dohan stated in phase 1 they will find out more about the condition of
the building to help approximate a number but the cost could exceed $2 million. Mr. Hornig
noted that spending money to preserve a historic barn because the barn is historic may not be
a good use of money and demolition may be a practical solution. Ms. Fenollosa stated that a
study needs to be done to see if there is a good use for the building. Ms. Dohan stated that
there is a Wright Farm Barn Needs and Feasibility Study report from Colin Smith, which she will
forward to the Committee. Mr. Pressman mentioned past CPA funded stabilization projects like
the Stone Building and the Hosmer House and noted that money was spent before there was a
plan for use of the building.
The Committee voted by a roll call vote to recommend to Annual Town Meeting$15,000 in CPA
funds for hazardous materials testing and architect work (9-0). The Committee voted by a roll
call vote to recommend to Annual Town Meeting$140,000 in CPA funds for the stabilization
and mothballing of the Wright Farm Barn (8-1). Mr. Hornig voted no.

CPA Finance Ms. Federico briefly explained the Community Preservation Fund Balance
Spreadsheet dated 12-16-21 and stated that the only revision to the spreadsheet is a reduction
in the amount requested on line 22, Pour-in-Place surfaces, from $1,508,700 to $1,459,591. The
spreadsheet will need to further be updated to reflect $155,000 for Wright Farm Barn and a
reduction to the LHA request once a figure is known.
2021 Needs Assessment Report- Ms. Fenollosa discussed the 2021 Needs Assessment Report
and noted a change to the "Decision-Making Guidelines" section. A new bullet point had been
added to the section to address racial equity impacts. The Committee decided to also add two
additional bullets to address impacts of changing climate and reduce greenhouse gas emissions,
and inclusion, equity, accommodations, and universal design.
Vote to recommend FY23 CPA Funding Requests to ATM- After a motion duly made and
seconded, the Committee voted by roll call vote to approve dollar amounts for FY23 funding.
The CPC issued votes on the projects as follows:
(a) Archives and Records Management- $20,000 (9-0)
(b) Wright Farm Barn Stabilization- $155,000 (8-1)
(c) West Farm Meadow Preservation- $28,175 (9-0)
(d) Playground Improvements- Pour-in-Place Surfaces- $1,459,591 (9-0)
(e) Center Playground Bathrooms and Maintenance Building Renovations-
$915,000 (7-1-1)
(f) Park Improvements- Hard Court Surfaces-$2,500,000 (8-0-1)
(g) Park and Playground Improvements- Kinneens Park- $200,000 (9-0)
(h) Park Improvements-Athletic Fields- Fiske Field-$250,000 (9-0)
(i) Lincoln Park Master Plan- $100,000 (9-0)
(j) LexHAB- Preservation and Rehabilitation- $234,000 (9-0)
(k) LexHAB- 116 Vine Street Construction Funds- $5,300,000 (9-0)
(1) Lexington Housing Authority-Vynebrooke Village- Preservation-TBD (9-0)

Review Draft of 2021 ATM Warrant- After a motion duly made and seconded, the Committee
voted by roll call vote to approve the draft of the Warrant to 2022 Annual Town Meeting. (9-0)
Committee Business-The Committee agreed to meet in Januaryto discuss the Lexington Housing
Authority FY23 funding application.
After a motion duly made and seconded, the Committee voted by a roll call vote (9-0) to
adjourn at 5:55 PM.
