HomeMy WebLinkAbout2021-02-18-BASS-min RECEIVED 2022 28Jain, &57 ain't TOWN CLERK Board of Assessor's Meeting LEXINGTON MA Open Session Minutes February 18,2021 A remote participation meeting of the Lexington Board of Assessors was called to order at 9105 a.m.on Thursday,February 18,2021 via Zoom remote meeting services Gregory Johnson, Chairman,Edmund C.Grant,Member,Casimir Groblewski,Member were present as well as Robert F Lent, Drector of Assessing, Michael Golden,Assistant Assessor/Residential Field Manager,Scott Bouthiette.Residential Inspector/Analyst,Carolyn Kosnoff,Finance Director and Sandra Pentedernos,Administrative Assessor. Chairman Gregory Johnson,stated the remote participation meeting is being held in accordance with Governor Baker's March 12,2020 Executive Order suspending certain provisions of the Open Meeting Law to allow remote participation during Massachusetts'State of Emergency due to the outbreak of COVID % Mr,Johnson provided instructions to the members of the pub4c,who were watching or listening to the meeting via the Zoom application regarding the procedure of making a publbc comment. Open Session Public Comment Time: None present. There were no discussions of Financial Issues including Overlay Fund Mr.Golden presented a summation to the Board on the status of the applicants whom applied for the Residentiallinspector position opening. Five applicants were interviewed, all with direct assessing backgrounds On February 26, 2021 two of the five applicants were selected to return for 2"d round inte(views, Chairman Johnson made a motion that the Board of Assessors go into Executive Session under Purpose 7 in order to deliberate Fiscal Year 2021 Statutory Exemptions, Real Estate Abatement Applications and Personal Property Abatements since deliberation in Open Session could be detrimental to potential appeal or litigation matters, consistent with requirements and practices specified in the Open Meeting Law Guide. The Board voted,3-0 in favor to go into Executive Session at 9:25 a.m. Executive Session occurred here: details may be viewed In separate Executive Session folder. Upon motion duly made and seconded,the Board of Assessors adjourned the Executive Session at 11:30 a.m.and returned to Open Session of the Meeting Open Session The Board unanimously voted 3-0 in favor of the approved statuses of the Fiscal Year 2021 Chapter 59,Section 5 Various Clauses of Statutory Exemption Applicatons. (See list in Executive folder). The Board unanimously voted 3.0 in favor of the approved statuses of the Fiscal Year 2021 Chapter 59 Section 59,Real Estate Abatement Applications. (See list in Executive folder) There were no Fiscall Year 2021 Chapter 59,Section 59,of Personal Property Abatement Applications. Mr. Lent presented an Appellate Tax Board overturned decision for a property located at 0 Walnut Street. The Board is unanimous 3-0 in favor to settle and not contest with higher courts (See Executive folder). The Board reviewed and approved the Meeting Minutes of August 6,2020. The Board of Assessors next Meeting wi#be held on March 04,, 2021 at 9:00 a m.
