HomeMy WebLinkAbout2020-10-08-BASS-min RECEIVED 2022 28 Jain, 51 airy"i TOWN CLERK Board of Assessor's Meeting Open Session Minutes LEXINGTON MA October 08,2020 A remote participation meeting of the Lexington Board of Assessors was called to order at 9:15 a.m.on Thursday,October 08,2020 via Zoom remote meeting services,The Meeting was publicly posted for 9.00 a,m,but experienced delays due to technical issues. Gregory Johnson, Chairman,Edmund C Grant,Member,Casimir Grobilewski,Member,were present as well as Robert F. Lent,Director of Assessing and Sandra Pentedemos.Administrative Assessor. Chairman,Gregory Johnson stated the remote participaton meeting is being held in accordance with Governor Bakers March 12,2020 Executive Order suspending certain provisions of the Open Meeting Law to allow remote participation during Massachusetts'State of Emergency due to the outbreak of COVID-19, Mr Johnson provided instructions to the members of the public,who were watching or listening to the meeting via the Zoom application regarding the procedure of making a public comment Open Session Public Comment Time. None present, There were no discussions of Financiai Issues including Overlay Fund, Chairman Johnson made a motion that the Board of Assessors go into Executive Sess2on under Purpose 7 in order to deliberate Fiscal Year 2020 Statutory Exemptions, Real Estate Abatement Applications and Personal Property Abatements since deliberation in Open Session could be detrimental to potential appeal or litigation matters,consistent with requirements and practices specified in the Open Meeting Law Guide. The Board voted,3-0 on favor to go into Executive Session at 9:30 a M, Executive Session occurred here: details may be viewed In separate Executive Session folder. Upon motion duly made and seconded,the Board of Assessors ad)ourned the Executive Session at 11:15 a.m.and returned to Open Session of the Meeting. Open Session There were no Fiscal Year 2020 Chapter 59 Section 5 Statutory Exemption Applications There were no Fiscal Year 2020 Real Estate Abatement Applications,nor were there any Personal Property Abatement Applications. Mr. Lent informed the Board of the Vision Government Solutions CAMA software upgrade. This current C platform of the Oracle program operations will be upgraded to the Microsoft comparability version, The finances that were appropriated also provide the Town with an integrated GIS system. Ms. Pentedemos presented the Fiscal Year 2022 Recreational Chapter Land(CL-1 61 B)Applications,along with each Property Owners' Rights and Obligations Acknowledgement forms under the classified recreational land program that were received before the deadline date of October 1,2020. The applicants were Belmont Country Club(317&3/18),Stone Meadow Golf(16/9),Lexington Golf Club(58/27A), Five Fields, Inc.(11176)and Peacock Farms Association,Inc.(7/90,7/91 B&7192A). The Board unanimously voted 3-0 in favor of the approved status for the Fiscal Year 2022 Recreational Chapter Land Applications. Mr. Lent presented pending Appellate Tax Board litigations for discussion, The portfolios of four properties from the Appellate Tax Board discussions were presented to the Board, The Board is unanimous 3-0 in favor of the strategies presented and support the efforts from the Town parties Mr.Lent,Assessor and Attorney Anthony Ambriano,Assessors Counsel,to negotiate in good faith (See Executive folder). The Board postponed discussion of previous Meebng Minutes The Board of Assessors next Meeting will be heA on November 09,2020 at 4115 p.m. There being no other business a motion was duly made and seconded at 11,30 a m to adjourn the Meeting.
