Call to Order LEENGTON NAA
A meeting of the Lexington Housing Assistance Board (LexHAB)was called to order at 7:10 am. LexHAB members
present were Bob Burbidge (Chair),Tara Mizrahi, Henry Liu, Donna Leary and Robert Phelan Also, present were Pearlene
Varjabedian (LexHAB Housing Director), Robert Pressman (Housing Partnership Board) and Doug Lucente (Select Board
Liaison). Absent were Gerry Howell (Treasurer), Lester Savage (Vice Chair) and Regina Brown (Financial Administrator)
Minutes review of October 6,2021, Meeting
Motion to accept meeting minutes-all in favor
Tenant Selection Plan Discussion
Henry Liu reviewed the Tenant Selection Plan and will be finalizing next month.
Financial Statements
Bob Burbidge reviewed statements. Question on the Farmview solar credits?
Bob Pressman had questions regarding the CDs at Patriot—when they end are the funds freed up because
of the mortgage?
Bob Phelan responded that it is posted as collateral and cannot be touched.
Vine Street Discussion
Bob Burbidge reviewed
• Refined the design taking not consideration the neighbor concerns and feedback
• Looked at the design of homes on Vine Street
• Parking got reduced to ten spaces. Vine Street cannot support street parking. Discussed changes
allowing two spots per family.
• Doug Lucente - referred to article to reduce residential parking from two to one. Regulations will
change to one spot per unit.
• Desire to increase parking spots from 10 to 12 is moving along
• Tara Mizrahi discussed design of Bar structure
• Timeline of construction to start Summer/Fall 2022
• Bob Pressman indicated CPA request for funds are due November 1
Marketing Initiative Reviewed
• Bob Burbidge reviewed status
• Marketing firm is requesting photos of properties
• Minuteman/Lex Media doing the video
• Colonial Times will be conduct marketing for the Legacy Campaign
Task Force Updates
• Solar Power Development reviewed. Lester has been in touch with contact regarding Solar Panel.
• Stella Bar—is no longer with TOL but she will be replaced
• There is a promise of$9 million to Town of Lexington
• Doug Lucente indicated that it is on the list of ARPA fund discussion
Executive Director Discussion
Bill Kennedy stated there are no applicants
Bob Burbidge suggested looking at INDEED again
CPC Funding
Bob Burbidge reviewed.
• Bob Pressman, Bob Phelan and John Biggins worked on submittal. Thanked Bob Pressman for all his
assistance. Regina Brown, Pearlene Varjabedian and John Biggins also worked on getting this proposal
submitted. We are asking for$234K.
• We should qualify—there may be a few questionable items.
Bob Pressman discussed
• Discussion of past requests took place
• Requests have already been submitted to committee
• LEXHAB will present on November 17, 2021. Bob Burbidge indicated meeting is November 18, 2021,
at 4 PM.
• LexHAB members to be present Lester Savage, Bill Kennedy, and Bob Phelan
• Bob Pressman indicated there is$111K available that came from stabilization funds which was divided
between two years
Discussion took place:
• Deadline of November 1 discussion took place
• If it were filed prior to November 15, 2021
• Relates to construction—majority are Town Members and would support that being considered
• Doug Lucente indicated that he would pose to the committee to look at splitting the request and
discussion took place regarding the details of the request
• November 1 deadline is for Annual
• The next Town Meeting would be for construction funding — earliest would be Fall 2022 to get the
construction funds.
• Discussion took place regarding using LEXHAB Funds for Design Construction Documents
• Doug Lucente indicated the Select Board wants to hear about the larger plan.
• A Place holder for construction funding was discussed
• Important to have construction documents
• Henry Liu, Robert Phelan agree we should self-fund the design with the understanding we may not
get the money back in return.
• Bob Pressman reviewed the stabilization funds.There will be another meeting on November 10,2021.
Ask to be on the agenda to be allowed to submit a request for construction funding in the Spring.We
have until November 15, 2021, to make a request.

Tara Mizrahi to review regulatory agreement updates
Q3 Financial will be reviewed in December
Tenant Selection Plan will be updated
Next meeting December 2, 2021, at 7 AM
Motion to Adiourn Open Session
The Chair moved to adjourn the Open Session and go into Executive Session to discuss strategy with respect to litigation as
an Open Meeting may have a detrimental effect on the litigating position of the LexHAB and to discuss tenant matters that
if considered in Open Session might adversely affect privacy rights of individuals. The motion was seconded.
Motion approved unanimously by a roll call vote.
