Call to Order
A meeting of the Lexington Housing Assistance Board (LexHAB)was called to order at 7:05 am. LexHAB members
present were Bob Burbidge (Chair), Lester Savage (Vice Chair), Bill Kennedy, Gerry Howell,Tara Mizrahi, Henry Liu,
Donna Leary and Robert Phelan Also, present were Pearlene Varjabedian (LexHAB Housing Director), Regina Brown
(LexHAB Financial Administrator), Bob Pressman (Housing Partnership Board )and Doug Lucente (Select Board Liaison).
Minutes review of July 7 Meeting
Motion to accept meeting minutes-all in favor
Tenant Selection Plan Discussion
Formalized TSP Plan for unregulated units remains to be competed. Task Force Members are Henry Liu,
Tara Mizrahi and Pearlene Varjabedian. Will be meeting this month to review.
Vine Street Discussion
Lester Savage reviewed Vine Street updates.
• Water was routed 5 Feet Down
• Ready to have another meeting with neighbors late September, try to set a meeting for September
29, 2021. Lester will inform us.
• Need to get conservation commission to define what will be allowed
• Question on Project eligibility letters regarding who can do this? Tara Mizrahi would be happy to
review.
• Liz Rust may also be contacted for this
• Project Budget discussed. Lester indicated there is no project budget at this point- no bids, no
architectural plans. Tara Mizrahi suggested a separate meeting regarding Project Budget.
• Bob Phelan—reminded Board of product availability and are extremely variable.
• Bob Pressman—Annual Town Meeting is November 12. 10years out has been passed since Advisory
Report(5/25/2011). Funding discussed. Need to look at Market rate houses.
• Discussed becoming a Non-Profit organization — Housing Trust and Housing Development
Corporation. Discussion took place
• Lester discussed the deadline for the next CPA request and worth to request. Crucial to keep with the
timeline on this request.
Marketing Initiative Reviewed
• Survey is being launched and discussed present activities 50 people have at present taken the survey.
Deadline to complete is September 15
• Bob pressman—suggested to consider asking Sean Duggan regarding the link on the website—request
to have it on the Town Page as well.
• Doug Lucente— indicated Friday September 3 is deadline for the September/October issue. Arrives
in homes September 18, 2021.
Task Force Updates
• Lester reviewed survey of homes to see which ones made most sense to Solar Panels. There are 8 or
9 properties identified.
• Passed along to Sustainability Director for funding.
*At this point— Ingrid Klinhoff, 18 Bacon Street resident Town Meeting Precinct 2 joined meeting.
Repairs and Maintenance Review
• The detailed report will be discussed at next meeting. Bob Phelan will send a complete report
• Tara Mizrahi inquired regarding CPC Funding for some of the repairs.
• Bob Pressman reviewed the distinctions in terms of eligibility of funding—Deadline November 6
Executive Director Position
• Discussed. Ned to look at it differently to bring someone onboard to assist with initiatives
• Discussion took regarding search
Tara Mizrahi reviewed regulatory agreements;this will be a long process to review in detail.
Pearlene Varjabedian—discussed upcoming lottery planning. Discussion took place criteria for Local Preference would be
for Metco Parents.
Gerry Howell—indicated Administrative Assistant is now officially on payroll
Next meeting October 6, 2021, at 7A
Meetings will take place the first Wednesday of each month.
Motion to Adjourn Open Session
The Chair moved to adjourn the Open Session and go into Executive Session to discuss strategy with respect to litigation as
an Open Meeting may have a detrimental effect on the litigating position of the LexHAB and to discuss tenant matters that
if considered in Open Session might adversely affect privacy rights of individuals. The motion was seconded.
Motion approved unanimously by a roll call vote.
