Chair Anne Eccles called the July 1,2021 Historic Districts Commission meeting to order at 4:00pm
Chair Anne Eccles read for the record, Governor Baker's March 12, 2020 Order Suspending Certain Provisions of
the Open Meeting Law and remote meeting protocols.
CONTINUED HEARINGS
Chair Eccles opened the continued hearing for 25 Hancock Ave exterior changes to the exterior in the Hancock
Clark Historic District.

Dan Hisel met with applicants for a site visit.
Owner confirmed white exterior paint with black sash.
The Board agreed there were no issues with the 24 replacement windows. They asked for confirmation on
whether or not the openings would be the same size. Dan confirmed there would be no resizing except for a minor
diminishment. Dan also confirmed the 6 over 6.
No Public Comments
Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 25
Hancock Street per Manufacturer's Cut Sheet. Motion carried, all in favor.
Chair Eccles opened the continued hearing for 1853 Massachusetts Ave exterior changes to the exterior in the
Battle Green Historic District.

The Board felt the new plans were an improvement from last meeting but had an issue with the thickness of the
horizontal line.
Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1853
Massachusetts Avenue with the following stipulations: window is kept for future owners,lower center pane
is what slides over and carries weight across for uniformity. Motion carried, all in favor.
Chair Eccles opened the continued hearing for 773 Massachusetts Avenue for exterior changes in the East
Village Historic District.

Board agreed that the demo of the garage was appropriate and necessary. They wanted to confirm with the
applicant the size, color, material and location of shed.
Applicant, Thomas Montanan confirmed the Reed Ferry Shed was 10X12 with cedar clapboards painted to match
the house color(cream). Location of shed will be in back of the footprint of existing garage. Confirmed there
will be no shutters and no vinyl siding.

Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 773
Massachusetts Avenue with the following stipulations: Reed's Ferry Shed-Historical Colonial Model will
be 10x12,located in the back footprint of the existing garage (which is to be demolished). Shed will be
painted to match house and will have cedar clapboard. Shutters will not appear on shed. Motion carried,
all in favor.

District

Applicant,Neal Cutler, could not make it to the meeting. He asked that the Board choose between the three
options listed in his plans.
The Board generally felt that option A, the larger size,was appropriate and visually appealing.

Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 7
Muzzey Street for exterior changes in the Battle Green District. This specifies option A as presented.
Motion carried, all in favor.
1740 Massachusetts Ave: Application of Brian Cook with respect to exterior changers in the Battle Green District
will be continued to August 5, 2021.
FORMAL HEARING
1775 Massachusetts Avenue, application of Richard Burg with respect to the exterior changes in the Battle
Green District.

Vickie Ashmed, standing in for Richard Burg. Vickie confirmed this is just a rebranding and that the size of the
signs will be the same. The HDU Foam material is a typical approach at this time.
The Board agreed these changes were appropriate, along with the materials used.

Massachusetts Avenue, as presented.Motion carried, all in favor.
1106 Massachusetts Ave, application of Christine Lanoie Newman with respect to exterior alterations East

Design Stretch layout
The Board discussed the landscaping project and the fence. In general, the landscaping plans were appropriate
and they were happy with them. They all agreed the material (vinyl)of the proposed fence would not be
approved. Discussions including the possibility of a wooden fence or a"green fence"with ivy. This will allow
the fence to blend in more.
The Board felt as though it would only be right to approve stone wall, landscaping plans and hardscape materials.
A board member will volunteer to be the liaison for Christine to help find a solution to the fence.
Motion was granted and seconded to issue a Certificate of Appropriateness for the exterior changes to 1106
Massachusetts Avenue, minus the fence. This will include the landscaping plan, stone wall and hardscape
materials. Motion carried, all in favor.
Fence will be continued to the August 5, 2021 Meeting.

Jeff Cross-Applicant is here to reduce backer size and color and also put up temporary signage.
The board generally felt that the proposed plans were not as good as the previous approved plans. They agreed to
come back with signs and storefront all at the same time. Temporary signs are okay during construction.
Motion was granted and seconded to issue a Certificate of Appropriateness for the exterior changes to 1740
Massachusetts Avenue for temporary signage.Motion carried, all in favor.
Signage and storefront will be continued to August 5"hearing.
20 Waltham Street application of Heather Dudko with respect to exterior changes in the Battle Green District

The Board agreed that this is an upgrade to the signs and the lighting.
Applicant confirmed materials being used.
Motion was granted and seconded to issue a Certificate of Appropriateness for the exterior changes to 20
Waltham Street for the three signs as shown. This will include removal of awning and the sign must not
interfere with the architectural features above. Motion carried, all in favor.

The Board had no issues with the proposed sign. The board had discussions on keeping the sign within the row
lock and it would not be necessary to have the corners notched out.
Applicant,Jeffrey Lin, confirmed he would love to have a rectangle sign. He notes that the material will not be
PVC as written in plans,but will be HDU foam. The sign will be mounted on existing brackets and drilled
through the 2"HDU foam board. The lettering will be cut into the sign 0.5 inches into the foam.
Motion was granted and seconded to issue a Certificate of Appropriateness for the exterior changes to 1764
Massachusetts Avenue for the proposed sign.Motion carried, all in favor.
DISCUSSION ITEMS
Mount Independence update:
Paul will be running the study committee for the proposed Mount Independence District.Preliminary report will
be submitted to the MHC. After review, MHC will decide if they will endorse. Following that,public meetings
will be held and then be brought to Town Meeting.
Hosmer House:
Board will have a public information session on the Hosmer House. Moving the Hosmer House will free up
space on the Fletcher Ave lawn.
