This Conservation Commission meeting was held remotely via Zoom, an online meeting
platform. Public Participation via calling in or using your computer was encouraged.

475 Bedford Street—informal discussion on conceptual plan for new development
Mr. Ed Nardi, Cresset Lexington LLC, Ms. Laura Laich, VHB, and Mr. Dale Horsman, VHB,
continued the discussion on a conceptual design for a laboratory building and associated parking
structure at 475 Bedford Street. Ms. Laich provided an overview on existing wetland conditions
at the site and the proposed wetland replication areas, and requested feedback from the
Commission on the potential for rain gardens as an option for wetland replication. Mr. Horsman
identified a few potential areas for stormwater management, emphasizing multiple utility
easement constraints and shallow groundwater on site.
Members of the Commission provided feedback on the wetland replication, asking if the
consultant could promote an herbaceous wetland replication in the easement area, given the large
easements and vegetative maintenance/cutting performed by Eversource on a yearly basis. A
concern was raised about the steep slope and retaining wall in the proposed loading zone area,
and the tight turn for large vehicles. Feedback from the Commission was also provided on the
retaining wall adjacent to wetland replication areas and that it may eliminate burrowing habitat
for certain species on the slopes.

Ms. Mullins stated that the applicant provided an invoice dated 10/25/2021 for the purchase of
two `October Glory' Swamp Red Maples. Per the Order of Conditions, the applicant is required
to plant only a native variety and what was purchased is a cultivar. This will be continued to a
future hearing.

Mr. Kevin Riopelle, civil engineer, on behalf of Lexington Facilities,presented to the
Commission. The applicant is proposing to remove the existing generator and generator pad on
site and replace with a new concrete pad and generator, 257 feet away from wetlands to the
southeast. Mr. Riopelle stated that the runoff will be collected in an existing catch basin to the
north and discharged to wetlands 680 feet to the north. He added that there will be no adverse
impact to the stormwater management system.
It was noted that the volume calculation for the 1 year storm event exceeds existing conditions.
Mr. Riopelle responded that the volume calculation for the 1 year storm event is about a .001
(acre foot) increase or about 44 cubic feet. This volume is not in compliance with the original
permit. Mr. Riopelle added that the existing subcatchment is a mostly wooded area and almost
no runoff is generated from this wooded area. The Commission agreed that they would like the
applicant to rerun the calculations for the purpose of consistency.
On a motion by Ms. Ladd and seconded by Mr. Beuttell, the Commission voted 6-0 by roll call
vote to continue the hearing to the November 22, 2021 meeting at the applicant's request.

Mr. Jack Sullivan, Sullivan Engineering Group,presented to the Commission on behalf of the
Greenways Corridor Committee. The Commission raised concern about erosion and sediment
entering the stream since the proposal involves removing organic matter and depositing
downslope of the path. It was also asked if more material was needed, where would it be mined
from, and how much would be needed. Mr. Mike Tabaczynski, Greenways Corridor Committee,
responded that volunteers will take native mulch, twigs and leaves to cover the area surrounding
the new trail and will put seeds down to reseed any disturbed areas. Mr. Tabaczynski added that
he doesn't anticipate needing to mine soil from elsewhere, but if so will take from uphill of the
wetlands, and only expect a couple wheelbarrows of fill, if any at all, since only building about
300 feet of new trail.
Mr. Nikhil Dighe, 31 Jefferson Drive, asked for clarification on parking and what implications
this connected trail may have on Jefferson Drive. Mr. Sullivan responded stating that the trail
easement was created through the Planning Department and available for public use, and that Mr.
Dighe's question would be best answered by the Planning Department. Mr. Hamilton added that
there will be some parking available at Wright Farm and that will connect to this trail. That may
help to alleviate some traffic and parking on Jefferson Drive.
Mr. Metin Celebi, 19 Jefferson Drive, asked if the closing of the existing trail will be timed with
the completion of this project. Mr. Tabaczynski responded that the existing trail will be closed in
sync with the construction of the new trail. The project should be completed in one day with 20-
25 volunteers and a sign will be installed regarding the new trail and new configuration.
On a motion by Ms. Ladd and seconded by Ms. Samuels, the Commission voted 5-0 by roll call
vote to issue a Negative Determination with conditions.

Mr. Mark Arnold, Goddard Consulting,presented to the Commission. The applicant is proposing
to demolish the existing rear deck and reconstruct the stairs. The proposed deck will extend an

proposed work is to remain above the existing impervious patio. The Commission did not have
any questions.

Ms. Mullins informed the Commission that the Idylwilde Community Garden is switching to no-
till plots and that gardeners will need to remove structures for the next year and staff received
concern from existing gardeners who were previously allowed to leave structures. Staff agreed to
put this change on hold until they have had an opportunity to discuss with current gardeners the
first week of December.
Mr. Beuttell stated that many applicants seem to be confused about cultivars versus native
species and asked if any changes can be made to better explain the requirement to applicants.
Ms. Mullins responded that the requirement for a straight-native species is outlined in the Order
of Conditions, and the project team is informed during the pre-construction meeting, and that
Ms. Mullins stresses the importance of keeping receipts and invoices for planting purchases.
On a motion by Mr. Beuttell and seconded by Ms. Samuels, the Commission voted 6-0 by roll
call vote to adjourn the meeting.
