Accepted Minutes of TOWN CLERK
4 November 2021 LEXINGTON MA
4:00 to 5:30 via Zoom Conference
Members Present: Mal Crawford, Alex Dohan, Eileen Entin, Bob Hausslein, Keith
Ohmart (chair), Stephen Perkins, Mike Tabaczynski
Other Attendees: Susan Kenyon, Larry McCray, Bobak Moshiri (prospective
GCC member), Mark Sandeen (Select Board liaison)
Votes: Meeting Minutes of 7 October 2021. Approved.
Reports/Updates
• 475 Bedford Street Update. Keith reported that the developer's
presentation to the Planning Board included a sketch plan showing
retention of the existing trail connection to the abutting Conservation
parcel under the power lines. The same plan has received informal
approval by the Conservation Commission. Keith will schedule a site visit
for GCC members before the next meeting of the developer with the
Planning Board scheduled for December 10.
• Jefferson Drive Trail Connector Update. Mike reported that approval by
the Lexington Conservation Commission has been received. Meeting with
the Burlington Conservation Commission will take place within the next
two weeks, at which approval is expected. Mike is preparing a list of
materials to be purchased for the trail construction. He has scheduled
December 11 as a workday for volunteers.
• Introduction of Boback Moshiri as Prospective GCC Member. Recent
resident of Lexington; avid hiker, runner, cyclist; work experience in
marketing for one or more mapping companies.
• Bridge School Trail Realignment. Mal reported that GCC and
Conservation Steward volunteers completed the realignment and signage
changes last weekend. The two sections of trail that are now closed are
prospective Eagle Scout projects for naturalizing.
• Open Space and Recreation Plan Update. Keith reported Amber will notify
us when Karen has had a chance to meet with Melissa Batite (Recreation)
to plan the process.
• Bedford/Hartwell Transportation Improvements. Keith reported that Peggy
attended the mid-October meeting. GCC members are encouraged to
complete the online survey soliciting community feedback.
• Select Board Goal Setting Forum. Mark reported that the town wants to
treat any bike/ped plan as part of a multimodal transportation plan. The
source of funds for a bike/ped plan in the Town budget for FY23 is
uncertain at this point: $15K may be available, but another $65K is
needed. The Bicycle, Transportation Advisory Committee, and
Sustainability committees are acting in concert Peggy is the GCC's point
person for this activity.
Ongoing Business
• Route 12 (Turning Mill Pond /Willard's Woods) development. Keith is
seeking permission from Karen to install a signpost where Turning Mill
Pond connects with North Emerson Road as well as general approval for
placement of our signs in the Willards Woods and Turning Mill properties.
A motion was unanimously approved by GCC members present to develop
Route 12, subject to this approval.
• Route 13 (Manor neighborhood) development. Keith has obtained a copy
of the deed for the open space behind Cider Mill Lane from the Registry of
Deed. This confirms that Cider Mill Lane is classified as a Private Way,
allowing unrestricted passage to the public except for parking. The path in
the private woods from Cider Mill Lane to Valley Road has an easement
for passage by the public except for bicycles. Permission from the
homeowners association to put up ACROSS signs will be necessary.
• The desirability of widening the path (cutting back brush) on the paper
street at the end of Blake connecting to Wyman Road was also discussed.
A motion was unanimously approved by GCC members present to develop
Route 13, subject to approval of access and signage as described above.
• ACROSS Lexington Proposed Route Map. Keith has improved clarity by
changing numbers to letters and marking connectivity between areas.
New Business
• Expanded Role For GCC regarding pedestrian issues in town. Keith
pointed out that there is no advocate for pedestrians in town planning,
especially for connections to open spaces. He recommended that GCC
have a liaison to the Transportation Safety Group and the Transportation
Advisory Committee.
A motion was unanimously approved by GCC members present to request
the Transportation Safety Group accept a liaison from GCC. Peggy Enders
has volunteered for the position if created.
• GCC to recommend snow plowing of Lower Vine Brook Bike Path. The
path is part of the ACROSS system and is used by pedestrians as well as
cyclists. Friends of Lexington Bikeways is supportive. Town approval is
needed.
