The meeting convened at 7:02PM. Historical Commission Members in Attendance: Marilyn Fenollosa, Chair, Wendall Kalsow, Susan Bennett, Diane Pursley and Katie Flynn Remote: David Kelland, Robert Rotberg AGENDA ITEM#1 (7:11PM) Public hearing regarding the partial building demolition and roofline change at 35 Peacock Farm Road APPLICANT (S) PRESENT: Dan Hisel, Architect ABUTTER(S) PRESENT: None DOCUMENT(S): Existing and proposed elevations dated May 19th 2021 Approval letter from Peacock Farm Association SUMMARY: The Quinlan family has lived at 35 Peacock Farm Road for about ten years. They are proposing an accessory dwelling for their parents to live in. The primary constraint for the project is the presence of wetlands in the area. The design was approved by the Conservation Commission. Mr. Hisel described the proposed plans for 35 Peacock Farm Road. The applicants are proposing to renovate the existing garage and turn it into an expanded living room and an entry for the accessory dwelling. Upstairs they are proposing to move two of the bedrooms into the addition on the front of the house and expanding a primary bedroom. Exterior materials: proposing clad and dark painted standing seam metal which will also help with cost savings. The Peacock Farm Association did approve the project. HC COMMENTS: Ms. Bennett asked if any other Peacock Farm homes have this type of materials. Mr. Hisel said no but looked at the Peacock Farm Association guidelines which dictated a certain percentage of 1 metal to be used on the exterior of the home. Ms. Bennett asked if there are other accessory apartments that have been added to Peacock Farm homes, this could be a trend to accommodate larger families. Mr. Hisel did not think there are many. PUBLIC COMMENTS: None MOTION: Moved by Mr. Kalsow to find 35 Peacock Farm Road preferably preserved and approve the partial demolition and roofline change based on the plans presented to the meeting dated May 191h 2021. Seconded by Ms. Pursley. VOTE: 4 in favor and 1 recusal of partial building demolition and roofline change: Mr. Kalsow, Ms. Pursley Ms. Fenollosa and Ms. Bennett, with Ms. Flynn recusing herself. AGENDA ITEM#2 (7:25PM) Public hearing regarding the partial building demolition and roofline change at 53 Peacock Farm Road APPLICANT (S) PRESENT: Katie Flynn, Architect Kate Babineau. Homeowner ABUTTER(S) PRESENT: None DOCUMENT(S): Existing and proposed elevations dated May 6 t 2021 SUMMARY: 53 Peacock Farm Road was built in 1956 by Walter Pierce. The home was renovated in the 1990's and 2000's. The applicants are proposing to replace windows, replace the existing sunroom, and put on an addition at the rear of the building. The windows are inconsistent with the neighborhood so Ms. Flynn is proposing to use Marvin Elevate windows in bronze. The sunroom foundation and insulation are both insufficient and the roof leaks. The proposed sunroom will have the same footprint with a butterfly roof with cedar siding to match existing. The proposed addition will be in the rear of the house. The Peacock Farm Association did approve the project. 2 HC COMMENTS: Mr. Kalsow asked what the color of the panels will be. Ms. Flynn said they will be painted to match the color of the existing siding, which is Benjamin Moore Brown, and was approved by the Peacock Farm Association. Ms. Bennett was pleased they were changing the sunroom. PUBLIC COMMENTS: None MOTION: Moved by Ms. Pursley to find 53 Peacock Farm Road preferably preserved and approve the partial demolition and roofline change based on the plans presented to the meeting tonight dated May 6 1 2021. Seconded by Mr. Kalsow. VOTE: 4 in favor and 1 recusal of partial building demolition and roofline change: Ms. Pursley, Mr. Kalsow, Ms. Fenollosa and Ms. Bennett, with and Ms. Flynn recusing herself. AGENDA ITEM#3 (7:35PM) Public hearing regarding the roofline change at 18 Peacock Farm Road APPLICANT (S) PRESENT: David Hsu, Homeowner Molly Evans, Architect ABUTTER(S) PRESENT: None DOCUMENT(S): Existing and proposed Elevations dated May 4th 2021 SUMMARY: Ms. Evans described the plans at 18 Peacock Farm Road. The applicant is proposing a new two car garage connected to the existing house by a walkway roof. The walkway is open underneath with a new driveway coming off of Trotting Horse Drive. Ms. Evans described the plans at 18 Peacock Farm Road. The goal was to make it fit in with the existing house and with the neighborhood. Ms. Evans took the form of the existing house and mirrored it. All the materials will match the existing house. 3 HC COMMENTS: Ms. Fenollosa asked if the garage doors will be panels or glass. Ms. Evans said they doors will be glass. Ms. Bennett asked if the cladding will match the existing house. Ms. Evans said yes, it will be matching. Ms. Flynn said the proposed plans were lovely. PUBLIC COMMENTS: None MOTION: Moved by Ms. Bennett to find 18 Peacock Farm Road preferably preserved and approve the partial demolition and roofline change based on the plans presented to the meeting tonight dated May 4 1 2021. Seconded by Ms. Pursley. VOTE: 5-0 in favor of roofline change: Ms. Bennett, Ms. Pursley, Ms. Flynn, Ms. Fenollosa and Mr. Kalsow. AGENDA ITEM#4 (7:44PM) Public hearing regarding the partial building demolition and roofline change at 36 Moon Hill Road APPLICANT (S) PRESENT: Tim Techler, Architect Bemposta Ignacio Martinez, Homeowner ABUTTER(S) PRESENT: None DOCUMENT(S): Existing and proposed elevations dated May 6th 2021 SUMMARY: Mr. Techler has worked for three different owners of this property. There have been a few additions put onto the home. In 2008, they renovated the original L shape of the home. The applicant is currently proposing a side addition for a two car garage and mudroom. The 4 reasoning for the shape of the addition is to comply with the zoning setbacks. The neighborhood design review board approved the project. HC COMMENTS: Mr. Kalsow felt the plans were skillfully handled but noted that due to the fact that this is dependent on zoning relief, the applicant should come back to the Commission if changes to the plan need to be made. Ms. Bennett likes the shape and massing of the addition and feels it works with the house. The Commission agreed. PUBLIC COMMENTS: None MOTION: Moved by Mr. Kalsow to find 36 Moon Hill Road preferably preserved and approve the partial demolition and roofline change based on the plans presented to the meeting tonight dated May 151h 2021. Seconded by Ms. Flynn. VOTE: 5-0 in favor of partial building demolition and roofline change: Mr. Kalsow, Ms. Flynn, Ms. Bennett, Ms. Fenollosa and Ms. Pursley. AGENDA ITEM# 5 (8:01PM) Vote to appoint representative to the Community Preservation Committee -A motion made by Ms. Bennett to re-appoint Ms. Marilyn Fenollosa as member to the Community Preservation Committee for a two year term that will expire June 16th 2023. Seconded by Mr. Kalsow. 4 in favor of appointment and 1 recusal: Ms. Pursley, Mr. Kalsow, Ms. Flynn and Ms. Bennett with Ms. Fenollosa recusing herself. AGENDA ITEM#6 (8:02PM) Updates -Lexington Signs: Mr. Rotberg discussed the signage in Lexington with the Commission. He feels the signs should be updated and would like to investigate to see if there are better designs. The Commission Agreed, Ms. Fenollosa suggested that Mr. Rotberg come to the next meeting with photos and signs that may be appropriate for review by the Commission. Ultimately, the proposed designs would be presented to a Select Board meeting. 5 -Hosmer House: Ms. Fenollosa went over updates regarding the Select Board meeting. The Select Board did not comment on the choices made by the Historical Commission or Historic District Commission. -Update on the Historic Houses Review Study: Ms. Bennett said the study is coming along well. There were a lot of delays due to Covid-19. Ms. Fenollosa, Ms. Bennett and the Consultant Mr. Larson met with MHC to discuss progress. Mr. Larson had produced a prototype report for MHC to review and comment on. Mr. Larson has one more visit to make in July to complete field work then the study has to be wrapped up by September. -12 Summit Road: Mr. Kalsow told the Commission the request for the Select Board to appoint the Historic District Commission as study committee for a proposed Mt. Independence Historic District will be on the agenda June 28th. The neighborhood is hoping to establish a new Historic District in the Summit Road area(6 houses, 8 lots). AGENDA ITEM#7 (8:30PM) Vote to accept meeting minutes dated May 19th 2021 - Motion made by Ms. Pursley to approve minutes dated May 19th 2021 as amended. Seconded by Ms. Bennett. 5 in favor of approving minutes: Ms. Pursley, Ms. Bennett, Mr. Kalsow Ms. Fenollosa and Ms. Flynn. AGENDA ITEM#8 (8:31PM) Motion to adjourn made by Mr. Kalsow.
