PLANNING BOARD MINUTES
MEETING OF NOVEMBER 17, 2021
Minutes of the Lexington Planning Board
Held on November 17, 2021, Virtual Meeting at 6:00 pm
Present: Charles Hornig, Chair; Robert Peters, Vice-Chair; Michael Schanbacher, Clerk; Melanie
Thompson, Bob Creech and Michael Leon, associate member. Also present was Sheila Page,
Assistant Planning Director and Molly Belanger, Planner. Ms. Carol Kowalski may join us
during this meeting.
Charles Hornig, Chair, called to order the meeting of the Lexington Planning Board on
Wednesday, November 17, 2021, at 6:00 pm. For this meeting, the Planning Board is
convening by video conference via Zoom. LexMedia may broadcast this meeting live and
will record it for future viewing. Detailed information for remote participation by the
public may be found on the Planning Office web page.
Mr. Hornig conducted a roll call to ensure all members of the Planning Board and
members of staff present could hear and be heard.
Mr. Hornig provided a summary of instructions for members of the public in attendance.
It was further noted that written materials for this meeting are available on the Town’s
NovusAGENDA dashboard.

Zoning Articles:
Mr. Hornig said he recommended that the Board not pursue the reconsideration of Article 15 for
this Town Meeting. The Board discussed and agreed with Mr. Hornig’s recommendation
regarding Article 15.
Discussion of Comprehensive Plan Goals and Objectives:
The co-chairs of the Comprehensive Plan Advisory Committee (CPAC) Sarah Felton and
Chris Herbert joined the meeting. Mr. Herbert said they were looking forward to hearing
the feedback from the Planning Board on what goals and structures need more work. The
Board discussed things that were good and some things that were lacking. Ms. Kowalski
said it was important to hear what the Planning Board felt is missing and what needs to
be emphasized before the plan is brought before the Planning Board for final approval.
Mr. Hornig presented the August 14 draft document and went thorough the individual
sections. Board members shared their input on concerns, things that are lacking, and the
things they felt were good during this discussion. Mr. Hornig asked the Planning Board to
send any written comments to Molly Belanger. Ms. Belanger and Ms. Kowalski thanked
the Board for their input on the proposed Comprehensive Plan Goals and Objectives. Ms.
Felton and Mr. Herbert thanked the Board for their helpful input to create the final draft
plan for the Board’s approval.

Ms. Belanger said the CPAC will be hosting a public forum on December 7 and presenting the
draft plan and on December 15 the CPAC will go to the Planning Board with the proposed final
draft plan.
The next regular Planning Board meeting is December 1 at 7:00 pm; it will be a long meeting.
December 15 is the next meeting.
If any Board Member speaks on Article 9 at Town Meeting please be sure to do it as an
individual and not as a representative of the Planning Board.
Adjourn
Robert Peters moved that the Planning Board adjourn the meeting of November 17, 2021.
Michael Schanbacher seconded the motion. The Planning Board voted in favor of the motion
5-0-0 (roll call: Robert Peters – yes; Melanie Thompson – yes; Michael Schanbacher –yes;
Bob Creech – yes; Charles Hornig – yes). MOTION PASSED
Meeting adjourned at 7:00 pm
