COMPREHENSIVE PLAN ADVISORY COMMITTEE TOWN CLERK
MEETING MINUTES LEXINGTON MA
June 1, 2021
The Comprehensive Plan Advisory Committee (CPAC) meeting, held virtually through Zoom,
began at 7:06 pm but was not called to order due to a lack of a quorum. The CPAC held the
meeting and omitted all voting matters until a complete quorum was in attendance.
CPAC Members Present: Sarah Felton, Co-Chair; Chris Herbert, Co-Chair; Matt Daggett; Rich
McDonough; Leonard Morse-Fortier, Marilyn Fenollosa; Hema Bhatt; Chris Senna
CPAC Liaisons Present: Bob Creech, Liaison of the Planning Board; Melanie Thompson, Liaison
of the Planning Board; Mark Sandeen, Liaison of the Select Board, Joe Pato, Liaison of the Select
Board, Kathleen Lenihan, Liaison of the School Committee
Staff Members present: Carol Kowalski, Assistant Town Manager for Development; Amanda
Loomis, Planning Director; Molly Belanger, Land Use Planner
Consultants Present (Co-Leads): Daphne Politis, Community Circle; Martha Lyon, Martha Lyon
Landscape Architecture
I. Meeting Opening
Sarah Felton, Co-chair, started the meeting without a quorum.
II. Summary of May 11th, 2021 Meeting Discussion of the Public Facilities Inventory
Draft
Daphne Politis, Community Circle, provided a brief review of public facilities. Martha
Lyon, Martha Lyon Landscape Architecture, updated her findings from her visit to
Lexington.
III. Approval of Meeting Minutes
The Comprehensive Plan Advisory Committee (CPAC) reviewed the minutes of April
6, 2021, and May 11, 2021. Marilyn Fenollosa requested a modification to the
minutes of April 6, 2021.
Chris Herbert moved that the Comprehensive Plan Advisory Committee(CPAC)
approve the meeting minutes of April 6, 2021, as with a modification. Marilyn
Fenollosa seconded the motion. The CPAC voted in favor of the motion. MOTION
PASSED
Chris Herbert moved that the Comprehensive Plan Advisory Committee(CPAC)
approve the meeting minutes of May 11, 2021, as presented. Len Morse-Fortier
seconded the motion. The CPAC voted in favor of the motion. MOTION PASSED

IV. Review of Working Vision and Goals, Objectives, Ideas
Daphne Politis, Community Circle, reviewed feedback and changes made to the
Working Vision and Goals draft document. Martha Lyon, Martha Lyon Landscape
Architecture, explained how the goals and objectives are ordered. As more public
input is collected, the document will change and expand. The CPAC provided
comments regarding the order and wording of the goals and objectives.
V. Public Outreach
Daphne Politis, Community Circle, discussed the upcoming public forum on June
15th, where project Co-Leads will compile public input. Ms. Politis encourages the
CPAC to submit photos of locations in Lexington that they enjoy. These photos will
be posted on the CPAC website, LexingtonNext.org.
VI. Next Steps
• Ms. Politis and Ms. Lyon discussed the upcoming stakeholder interviews that
will take place in the upcoming weeks.
• The next meeting will take place on July 6th to discuss the June 15th Public
Forum event results.
Chris Senna moved that the CPAC adjourn. Chris Herbert seconded the motion. The
Comprehensive Plan Advisory Committee(CPAC) voted in favor of motion 8-0-0. MOTION
PASSED
The Comprehensive Plan Advisory Committee (CPAC) meeting of June 151, 2021, adjourned at
8:50 pm.
