MEETING MINUTES
October 19, 2021
The Comprehensive Plan Advisory Committee (CPAC) meeting was called to order by Chris
Herbert, Co-Chair at 7:05 PM.
CPAC Members Present: Chris Herbert, Co-Chair; Sarah Felton, Co-Chair; Larry Freeman; Rich
McDonough; Hema Bhatt; Patrick Sullivan; Deepak Amenani, Ray Yuan, Chris Senna, Marilyn
Fenollosa, Matt Daggett
CPAC Liaisons Present: Mark Sandeen, Liaison of the Select Board, Joe Pato, Liaison of the
Select Board
Staff Members Present: Carol Kowalski, Assistant Town Manager for Development; Amanda
Loomis, Planning Director; Molly Belanger, Land Use Planner
Consultants Present (Co-Leads): Daphne Politis, Community Circle; Martha Lyon, Martha Lyon
Landscape Architecture
I. Meeting Opening
Chris Herbert, Co-Chair called the meeting to order at 7:05 PM.
II. Summary of September 21st Housing Public Forum Martha Lyon, of Martha Lyon
Landscape Architecture and Daphne Politis, of Community Circle provided a
summary of the Housing Public Forum event and reviewed public input.
• Martha Lyon, Martha Lyon Landscape Architecture, discussed the agenda for
the forum and announced the speakers, Elizabeth Rust of Regional Housing
Authority, Judy Barrett, Ms. Lyon, and Ms. Politis. Co-Chairs, Chris Herbert,
and Sarah Felton will also participate in the forum to introduce the speakers.
• Ms. Lyon and Ms. Politis discussed the forum poll questions and presentation
data with the CPAC.
III. Summary of October 9` Discovery Day Table Sarah Felton, Co-Chair, provided a
summary of Discovery Day. Many people engaged in the table's activities and
Amanda Loomis, Planning Director provided a review of the day's public input to
the CPAC prior to the meeting. Ms. Felton and Ms. Lyon encouraged attendance at
the upcoming October 261"
IV. Planning and Process of Draft Plan
• Ms. Politis presented a slideshow of the LexingtonNext public input events.
Ms. Politis explained how the CPAC will identify and create an
Implementation Plan using the "Vision & Goals" and the "Inventory &

Assessment of Existing Conditions" reports. Ms. Politis also reviewed public
input events that have already occurred and listed what needs to be done to
complete all three volumes of LexingtonNext.
• Ms. Lyon presented a timeline for the process of developing an
Implementation Plan.
• The CPAC discussed working group tasks and will continue to discuss how
working groups and goals will be organized.
V. Review of Upcoming October 26th Vibrant Commercial Corridors Forum
Ms. Politis reviewed the draft agenda for the forum and welcomed feedback.
• CPAC members discussed additional commercial areas to add to the forum
presentation.
The Comprehensive Plan Advisory Committee (CPAC) meeting of September 14th, 2021,
adjourned at 9:04 PM.
