Lexington Housing Partnership Board
Meeting Minutes for August 19,2021
Attendees: Harriet Cohen, Nancy Corcoran-Ronchetti,Jeri Foutter, Mary Haskell, Bob Peters, Bob
Pressman, Melanie Thompson, Melinda Walker, Betsey Weiss,John Zhao
Absent: Paul Linton,Wendy Manz
Guests: Ingrid Klimoff, Margaret Heitz, Charles Hornig
The Housing Partnership Board (HPB) meeting was chaired by Jeri Foutter and minutes were taken by
Harriet Cohen.
1. Call to Order Joint Planning Board and Housing Partnership Board Meeting
The Planning Board and Housing Partnership Board Meetings meeting were called to order at
7:11 pm.
2. Planning Board's Current Housing Initiatives
Charles Hornig presented the Planning Board initiatives that impact housing in Lexington.These
initiatives will be presented at an upcoming Town meeting.There was a discussion with Mr.
Hornig regarding the initiatives.The HPB provided feedback and asked questions about the
initiatives. Mr. Hornig addressed the comments and questions.
Mr. Horning said that there will be a public presentation of the articles that will be presented to
Town Meeting. He encouraged the HPB to attend the public meeting.The meeting will probably
be on September 22, but that date is not confirmed.
Ms. Foutter thanked the Planning Board for their time and effort
3. Adjourn Joint Planning Board and Housing Partnership Board Meeting
Ms. Cohen moved to adjourn the meeting the Housing Partnership Board. Ms. Weiss seconded
the motion.The motion was approved unanimously.The Planning Board also adjourned their
meeting. Both were adjourned at 8:30 pm.
4. Call to Order Housing Partnership Board Meeting
The meeting was called to order at 8:32.
5. Affordable Housing Trust(AHT)Task Force Letter
Ms. Foutter suggested that she, Ms. Weiss, and Ms. Cohen form a sub-committee to draft a
letter regarding the AHT Task Force. Mr. Pressman suggested some website
Ms.Thompson moved the formation of the subcommittee, Ms. Corcoran-Ronchetti seconded
the motion.The motion passed unanimously.
6. Land Acquisition Process Article(Next Steps and Timeline)
Ms. Weiss said that, given the process for approving the article, it is unlikely that an article
would be ready for a Fall Town Meeting. The HPB will continue this discussion at the next
meeting.
7. Annual Report
Ms. Foutter suggested that she draft the annual report. If it is due to the Town prior to the next

HPB meeting, Ms. Foutter will submit it to the Town and share it with the HPB at the next
meeting. Ms. Weiss moved that the HPB designate Ms. Foutter as the author of the annual
report and, if necessary to meet the Town's deadline,to submit the report to the Town. Ms.
Cohen seconded the motion.The motion passed unanimously.
8. Board Member Updates
■ Planning Board
Mr. Peters has accepted the position of liaison to the HPB. Ms. Foutter thanked him for his
continuing work. Mr. Peters thanked Mr. Hornig for his presentation.
■ LexHAB
Based on the discussion at the last HPB meeting, Mr. Pressman is concerned that LexHAB is
not going to be pursuing the Vine St. housing project.
■ Lexington Housing Authority (LHA)
Ms. Walker:The Select Board has appointed Maureen Rynn, a tenant at Countryside, to the
LHA Board of Commissioners.
■ Council on Aging (COA)
Work continues on the senior parking program.The COA is also reviewing the aid to
families program.
■ SPRD Committee
Review of the Open Space Residential Development(OSRD) zoning bylaw amendment is in
progress.
9. Approve Prior Minutes
Minor editorial changes were made to reflect comments from the Housing Partnership Board.
Ms. Haskell moved acceptance of the prior minutes. Mr. Zhao seconded the motion. Ms.
Thompson abstained.The motion was passed unanimously by the other HPB members.
10. New Business
There was no new business.
11. Set Next Meeting Date
The next meeting will be on September 30, 2021.
12. Adjournment
Ms. Thompson moved adjournment. Mr. Peters seconded the motion.The motion was
approved unanimously.The meeting adjourned at 8:59 pm.
