Public Participation via calling in or using your computer was encouraged and a recording will be available through LexMedia as soon as possible after the meeting. On a motion by Ms. Dohan and seconded by Mr. Langseth, the Commission voted 7-0 by roll call vote to approve the Land Use Permit until the end of the 2021 calendar year. Due to the soil conditions on the site, one helical pier footing was unable to be installed as per the original scope of work. Ms. Mullins previously met with the property owners and their contractor on site. On a motion by Mr. Langseth and seconded by Ms. Ladd, the Commission voted 7-0 by roll call vote to approve the Insignificant Plan Change. Questions and Comments from the Commission: — Is there a planting plan? Recommend native plantings — Recommend Feno markers at the 25-foot buffer boundary — Don't normally approve overflow from the infiltration basin — Don't require an inspection port in every row, but won't make the applicant remove — Would require a blanket erosion control if slope is 3:1 or greater, in addition to seeding and planting Responses from the Representative: — The homeowner is open and willing to implement a planting plan and install Feno markers. — Slope is 3:1 all the way The Commission will include the following special conditions in the Order of Conditions: Install native plantings approved by staff on the slope, overflow be at the downspouts, limit of work line be moved uphill from the Maple, and install 4 Feno markers On a motion by Mr. Langseth and seconded by Ms. Dohan, the Commission voted 7-0 by roll call vote to close the hearing. Mr. Hurley provided explanation on responses to the Commission's comments from the previous meeting on May 24, 2021. Questions and Comments from the Commission: — Is pressure treated wood being used in the wetland? May allow pressure treated wood but request information on the lumber specifics and don't want the cutting done on site. — Is the proposed fencing chain-link or wood? — Will require a funnel to be used when pouring concrete into the sonotube. — Is there a proposed vegetative maintenance plan around the wires and fencing? Ms. Kayleen Duclos, representative from American Towers stated that since the towers are AM there are specific regulations that don't allow use of metal material around the towers. Wood fencing is the preferred use for this scope. Mr. Jeff Johnson, Broadcast Construction Manager at American Towers, confirmed that the sonotube footings are 2-foot diameter and will be 3 feet deep. No gasoline equipment will be used when installing the sonotubes and all will be installed by hand, using post-hole diggers and shovels. The cement mixing will be done outside the wetlands and brought in by wheelbarrows. A DEP number has not yet been issued and the representative will discuss it with the regional office. On a motion by Mr. Beuttell and seconded by Ms. Samuels, the Commission voted 7-0 by roll call vote to continue the hearing to the August 30, 2021 meeting at the applicant's request.
