This Conservation Commission meeting was held remotely via Zoom, an online meeting
platform. Public Participation via calling in or using your computer was encouraged and a
recording will be available through LexMedia as soon as possible after the meeting.

Insignificant Plan Change/Conservation Plan Modification: 72 Kendall Road, ViewPoint Cloud
Permit# CPM-21-17, DEP4201-1170, CNOI-19-32 (request to install fence in rear yard)
Mr. and Ms. Hongying Gao and Biao Huang, the recent buyers of 72 Kendall Road, are
requesting to install fencing in the rear yard for protection of their small dog. This fence will be
in addition to the required Feno markers as per the Order of Conditions. Neither the exact
location of the gates nor the method of construction for the fence have yet been determined and
the Commission requests that the applicant confirm with the fencing company and then seek
approval from the Commission before installation.

Insignificant Plan Change/Conservation Plan Modification: 500 Shire Way, ViewPoint Cloud
Permit#CPM-21-18, CDOA-21-1 (approve updated Operation & Maintenance Plan)
Mr. Brian Lawlor, Civil Engineer with SMMA, said he met on site with Ms. Mullins and a
representative from the Cambridge Water Department to discuss and amend the Operation and
Maintenance Plan, with regard to a reduction of treated areas, an increase in seasonal sweeping,
and a change in product for de-icing. Mr. Lawlor stated that there was also a change in product
from Stormceptor to Hydroworks but that they are identical units in terms of size and
performance. The Commission recently approved a project with a similar swap and therefore did
not require an Engineering review to approve.
On a motion by Ms. Samuels and seconded by Mr. Beuttell, the Commission voted 4-0 by roll
call vote to approve this request as an Insignificant Plan Change.

15 Volunteer Way- Ashok Patel, update on expansion of work limit and changes to the site
within the 100-foot buffer zone
Mr. Richard Kirby, LEC Environmental, Mr. Tim Power, PVI Site Design, Mr. Ashok Patel and
Mr. Kamlesh Patel, presented to the Commission. Plans were provided that show proposed
changes to Feno marker locations. The Lexington Engineering Department is requesting soils
data and drawdown time calculations to show the system drains within 72 hours. This will be
continued so the representatives can respond to the Engineering comments.

14 Village Circle: update on enforcement order, violation of patio work without Conservation
approval
Mr. Mark Arnold, Goddard Consulting, presented before the Commission. An 18-inch recharge
trench around the patio was added to the plan to capture stormwater. The buffer strip was
reduced from 4 feet to 3 feet and additional Feno markers added as requested by the
Commission. A special condition will be added to include a geotextile filter fabric to the outer
vertical wall of the recharge trench.
On a motion by Mr. Beuttell and seconded by Ms. Samuels, the Commission voted 5-0 by roll
call vote to approve the restoration plan through an enforcement order.

the red maple cultivars with a native species.

Questions and Comments from the Commission:
— Can the outlet structure on the southeast corner be pulled closer to the building and away
from the "no-disturb" zone?
— Can you provide a loam and seed mix that is proposed to be used
— Why is no riprap being proposed?
— What is the character of the outlet?
— How was the size of the riprap on outlet number number 2 calculated?
— Is the outlet being proposed on the existing lawn? Are there no trees and/or shrubs?
Responses from the Representative:
— Performed soil testing at the east end of the parking area to see if groundwater recharge
would be possible, but found poor fill material and high groundwater. Unable to
incorporate stormwater recharge given the topographic and soil conditions.
— Proposing to connect the existing catch basin after the stormwater treatment unit.
— Proposing to replace the loam and seed mix with a like-kind mix.
— The size of the rip rap is based on stormwater regulations and the calculations are in the
report.
— The tree line is at the wetland line and will be maintained as existing lawn on the slope
where the outlet is being proposed.
On a motion by Ms. Beuttell and seconded by Ms. Ladd, the Commission voted 5-0 by roll call

Mr. Steven Lee, Project Engineer with Allen & Major Associates, Inc., presented to the
Commission. There are outstanding comments from the Engineering Department. The Estimated
Seasonal High Groundwater Table was high, as expected, and the applicant had to raise the
bioretention area about two feet. The Commission raised concern on the twin Maples and the
possibility of the roots becoming partially buried.
