Questions from the Commission: — Where is the construction entrance? — Why is the front half of the dwelling not included in the infiltration system? — Would like to see much more tree protection around the 34-inch maple on the southwestern portion of the front of the dwelling. It is very close to the access route and proposed regrading work, would prefer more root protection in place and something more semi-permanent like a chain link fence. Responses from the Representative: — The construction entrance is shown on the existing conditions plan, towards the end of the driveway. — The front half of the dwelling could be added into the drainage calculations, however, what is being proposed was sufficient to meet requirements. Could connect the downspout. — Would be open to a Condition that a certified arborist be on site to supervise the tree protection. The Site is the old Boston Sports Club location. Wetland extends nearly the entire perimeter of the site. In addition to BVW, there are a couple of isolated wet areas that have formed as a result of stormwater drainage that is running off the building and pooling in these areas. Ms. Laich and members of the Commission discussed enlarging the isolated wetland area, west of the existing building, on the site plan, as well as extending the Wetland 1 line closer to the parking lot edge on the east side of the lot(right side of site plan). The south/southeastern section of the property contains goldenrod. Ms. Laich mentioned waiting until the flowering plant blooms to be able to determine the specific species. This would be beneficial as some species are considered upland and others are considered wetland. Ms. Ladd stated that, after additional research, the species appears to be Canada goldenrod (Solidago canadensis), which is a facultative upland species. In the datasheets, wetland status is assigned to plants that are not identified to a species and the Commission won't accept that. Ms. Ladd raised concern that not all the species were captured entirely and Ms. Laich will reflag the area and update the plan. A DEP number has not been issued yet. A concern of the Commission is that lawn chemicals could be used and would not be filtered prior to entering the depression. Mr. Tim Power, Project Engineer with PVI Site Design, stated that there will be an overall reduction in stormwater flow for all storm events, however because of the configuration of what was previously built, the proposal is not able to meet the volume requirement. Comments from the Commission: — Can you round out the lawn restoration area behind the shed towards the rear yard? Plants rarely grow in straight lines. — Have you explored the possibility of more infiltration units, perhaps on the lower left side of the site plan (front yard)? Shallow depth to groundwater in the rear yard. — If the house is considered existing then it is not complying with our performance standards. Would feel more comfortable having a comparison in the record. Mr. Kirby stated that, due to the recent heavy rainfall, the soil has been disturbed to the east of the driveway and requested permission to install the proposed landscape to help eliminate more soil disturbance and erosion onto the driveway. 14 Village Circle: update on enforcement order, violation of patio work without Conservation approval Mr. Mark Arnold, Goddard Consulting, presented before the Commission on behalf of the property owner. Mr. Arnold presented the restoration and planting plan that includes Feno boundaries. The Commission requested stormwater management and Mr. Arnold will provide a revised plan to include a recharge stone trench around the patio, as well as more Feno markers around the patio area, at the next meeting.
