Ms. Danielle Desilets, on behalf of the Town of Arlington, requested a connection from the loop
trail on the Arlington Reservoir to the LexFarm property. The request was made by LexFarm.
The same materials will be used on the Lexington side loop trail. A Condition will be added that
the appropriate town officials provide input on the width of the path connection.
On a motion by Mr. Langseth and seconded by Ms. Ladd, the Commission voted 6-0 by roll call
vote to approve this request as an Insignificant Plan Change.

Mr. Lane Goldberg, Attorney, and Mr. Chi Man, Project Engineer, presented before the
Commission. An updated plan was provided to the Commission with a more detailed planting
plan than what was provided at the previous meeting. A comment was made that the plants
should be planted more randomly rather than in a linear pattern as shown, however the plant
inventory is accepted by the Commission.
On a motion by Mr. Langseth and seconded by Ms. Samuels, the Commission voted 6-0 by roll
call vote to approve this request as an Insignificant Plan Change, and to include a Condition that
the proposed planting plan be more random than linear.

Conservation Plan Modification/Insignificant Plan Change: 6 Peachtree Road, DEP4201-1157,

Mr. Andre Michaud, Property Owner, requested the Commission's approval to change the
originally proposed rear deck to a permeable patio and increase the dimensions to the second
eastern-most rear deck. Due to the deck's proximity to the wetlands, it was asked what Mr.
Michaud was planning to do in order to drain his Jacuzzi and eliminate any drainage towards the
wetlands. Mr. Michaud responded that he does have a wet pump and will also research other
drainage methods. Mr. Michaud will provide details at the next meeting regarding the blue stone
patio specifications to ensure it is installed as a pervious surface.

Mr. William Erickson, Project Architect, presented before the Commission on behalf of the
property owners. Mr. Erickson clarified for the Commission that the existing front porch is fully
structured below and that this proposal will not require putting in a new or larger sized
foundation. A concern was raised regarding the proposed structures being within the floodplain.
Mr. Erickson responded that all materials can be stored in the front of the house, outside of the
flood zone, and he requested that this be added as a Condition.
On a motion by Mr. Langseth and seconded by Ms. Samuels, the Commission voted 6-0 by roll
call vote to issue a Negative Determination with Conditions.

Ms. Mary Trudeau, Wetland Consultant, presented before the Commission on behalf of the
Applicant and Property Owner, Seaver Construction. Ms. Trudeau stated that there is an existing
10-inch culvert under the driveway at 283 Concord Avenue, but the culvert appears to be
abandoned or not used for a long time. The existing dwelling at 279 Concord Avenue is non-
jurisdictional and outside of the 100-foot buffer zone, however portions of the proposed
driveway and infiltration system are within the 100-foot buffer zone. A DEP number has not
been issued yet.
Questions from the Commission:
— What direction does the driveway drain? Concerned about an increase in the rate of water
across the property line.
— Is there a post-construction replanting plan?
Responses from the Representative:
— The intent is for driveway runoff to drain towards the catch basin which is connected to
the infiltration system.
— The Applicant has a standardized landscape plan and will not be adverse to a Condition
incorporating specifically sized trees or native plants in the Order of Conditions.
On a motion by Ms. Ladd and seconded by Ms. Samuels, the Commission voted 6-0 by roll call

— Would you consider the New England Blazing Star for this restoration strategy?
Responses from the Representative:
— No,that catch basin is not located on this property and is outside of the 100-foot buffer
zone.
— Yes, we can keep the path outside of the 25-foot buffer zone.
— If Blazing Star is available we will consider using it, however we have struggled to get it
from a nursery standpoint.
A Condition will be added that the path is to be rerouted outside of the 25-foot buffer zone to the
extent possible.

Ms. Megan Buczynski, Principal Civil Engineer from Activitas, presented on behalf of the
Applicant and Property Owner, The Cotting School. Ms. Buczynski stated that there is a slight
increase in the rate of the 2 year storm event peak runoff rate, however an overall reduction in
the overall volume for the 2 year storm event. The Cotting School does not plan to treat the
walkways. Towards the northern side of the site, where there is a steeper slope, the stormwater
will continue to runoff down the slope and on the eastern side it will continue to run along the
grass towards the wetlands.
Comments from the Commission:
— Is the proposal to take off the current pavement or just add another layer?
Responses from the Representative:
— Whether or not to take off the current pavement or add another layer is to be determined;
however, if removal the excess material would be taken off site immediately.
Ms. Buczynski asked if erosion control should be installed and a limit of work line, or if the
proposal includes enough maintenance that it would not be necessary. Mr. Langseth responded
that if there is no stockpiling of materials then no erosion control would be necessary.
On a motion by Mr. Langseth and seconded by Mr. Beuttell, the Commission voted 6-0 by roll
call vote to close the hearing.

Mr. Steven Lee, Project Engineer, presented before the Commission. The Applicant is proposing
to install a raingarden and connect all existing and proposed roof runoff to the raingarden. The
runoff is proposed to be pretreated in the sediment forebay. Mr. Lee stated that the intent of the
rain garden is not to tear down any trees.
Questions and Comments from the Commission:
— The data sheet does not show where the data points were taken. Can you provide that for
the next meeting?
— The Commission has occasionally allowed a plan without test pits but it is entirely at the
risk of the Applicant if approved.
— Given the unnatural hydrology of a raingarden, don't believe it's a one for one
replacement of a no-disturb buffer zone.
On a motion by Mr. Langseth and seconded by Ms. Ladd, the Commission voted 6-0 by roll call

that a Swale is proposed on the southern portion of the property as to not convey runoff to
abutting land. Spot elevations were added and highlighted on the site plan.
Mr. Michael Juliano, Project Engineer with Eaglebrook Engineering, provided a statement on
behalf of Mr. Ric Fulop and Ms. Jane Fulop, property owners of 38 Adams Street. This statement
does not apply to the stormwater management bylaw and therefore his comments were not
applicable. Ms. Chen-Fulop asked if all proposed runoff will be incorporated into the new plan
and Ms. Trudeau responded yes. Ms. Chen-Fulop asked Mr. Langseth if he expects more water
to runoff onto the lot of 38 Adams Street and Mr. Langseth responded that his expectation is the
system will work as designed.

July 17Th and the volunteers will be raising the hoop house at the new Native Plant Nursery
located at Lower Vine Brook.
Conservation Staff will be confirming a date for the buffer zone regulation public hearing and
will incorporate a regulation on switching over to a more frequently updated set of rainfall
standards.
On a motion by Ms. Ladd and seconded by Mr. Langseth, the Commission voted 6-0 by roll call
vote to adjourn the meeting.
