Parker Room, Town Office Building 1625 Massachusetts Avenue Chair Philip Hamilton opened the meeting at 6:33 pm in the Parker Room of the Town Office Building. Commissioners Present: Kevin Beuttell,Phil Hamilton, Alex Dohan, Dick Wolk, David Langseth (6:33 pm). Others Present: Karen Mullins, Conservation Administrator, Casey Hagerty, Conservation Department Assistant Pending Matters 6:33pm Tree Removal Standards Discussion Mr. Beuttell explained that he felt the commission needed standardized method for dealing with tree replacement. He told the commission some of the research he has done so far and explained that more needs to be done. 6:41pm Plan Change Richard Chan, owner 4 Lake Street Mr. Chan stated that he wished to modify the existing approved plan for work on his home at 4 Lake Street. He explained that he wants to add two sets of stairs to the porch as well as a bay window. He told the commission that the porch already has an infiltration system. His plan would also include invasive species removal. Comments and concerns from the Commission: The commission stated that they typically do not accept informal plan changes that are within the 50 foot buffer zone. They stated they would want a formal Amendment Proposal The commission questioned whether the recharge system can be used as an infiltration system as well as a control for peak runoff. The commission decided Mr. Chan would need to a file a formal Amendment to the Order of Conditions. 6:52 pm Mr. Hamilton reminded that commission that every two years they must complete the state ethics training. 6:53pm Site visits were scheduled for Saturday October 17th. 6:54pm There were no new reports. 6:55pm The new meeting minute format was discussed. 6:56pm Mr. Hamilton and Mr. Langseth reported on their visits to Clarke School and Diamond school. They stated that they were there for numerous hours and walked the entire wetland line.. The applicant's representatives advised them that they would not pursue the re-characterization of the stream. They also said that the current contours of the area did not conform to the contours on the FEMA maps and that the applicant's delineation of the flood plain therefore seemed reasonable. New Hearings 7:OOpm DEP File No. 201-1001, BL 958 NOI, Minuteman National Historical Park Applicant: Friends of Minuteman National Historical Park Owner: Department of Conservation and Recreation Project: Archeological Investigation Documents: NOI Package dated 9/15/2015, Site Plan 9/8/2015, Engineering Department Review 10/5/2015, Interdepartmental Reviews Rich Kirby (LEC Environmental), Meg Waters (PhD Candidate), and Jeannie Krieger(Friends of Minuteman National Historic Park) Mr. Kirby presented a proposed project for Meg Waters at the Parker's Revenge Site at the Minuteman National Historic Park. Her project would involve using magnetic detection equipment to look for historical artifacts. Ms. Waters explained the historical significance of the site. Mr. Kirby then explained that although there would be disturbance to the wetland, it would be temporary. There would be methods in place to remove soil and water. Comments/concerns from the commission: The commission wanted to clarify the typical depth of the holes. Ms. Waters told them the holes would be 12-14 inches deep and the instruments they would use would be very specific and avoid unnecessary digging. The commission offered the suggestion of possibly looking into removing invasive species. Comments from the audience: A member of the audience questioned whether the Lexington Historical Society was involved in the project. 7:16 DEP File No. 201-999, BL 956 NOI, 6 Blueberry Lane Applicant/owner: Bill Eycleshymer Project: Raze and rebuild existing single family home Documents: NOI Package dated 9/15/2015, Stormwater Management plan 9/4/2015, Site Plan dated 9/4/2015, Site plan dated 9/15/2015 Rich Kirby (LEC Environmental) Mike Novak(Meridian Engineering), and Bill Eclyshymer (owner) Mr. Kirby presented a proposed project for a raze and rebuild of a single family home. The proposed house would be in generally the same footprint as the previous house and will be further away from the wetland. Mr. Kirby explained that there is a drainage easement that runs through the property so that was a factor as to where they could place the house. Because the groundwater is higher than they would have liked to see, Mr. Kirby explained that they decided to use a detention pond in the back yard rather than an underground infiltration trench which would be mowed twice annually. There would be some tree removal and tree protection would be used. Concerns and comments from the commission: The commission questioned whether there are proposed pump calculations for the detention pond. The commission wanted an annual recharge calculations report. The commission stated that the town engineer wanted an investigation into where the easement pipe is located. The commission questioned whether the house location could be moved. The commission questioned the drip line of a large silver maple in the back yard and wanted to be ensured it would be protected. The commission stated that the detail of the basin needed to be clarified. The commission expressed concern over the type of vegetation that would be able to grow in the detention basin area. The commission requested how the calculations were made regarding the drainage of the detention pond. The commission stated that they would want to see revised plans showing increased tree protection, crushed stone detail, infiltration rate, the changes in the seed mix for the detention basin, and detail of the topsoil before they would approve the plan. Motion to close the hearing moved by Mr. Langseth and seconded by Mr. Beuttell. Vote 5-0 in favor. 8:O1pm DEP File No. 201-1000, BL 957 NOI, 12 Brookside Ave Applicant: Stephen Macchia Project: Garage construction, driveway addition, drywell, infiltration trench, and associated grading Documents: NOI Package dated 9/15/2015, Engineering Department review 10/5/2015, Interdepartmental reviews 10/1/2015, Stormwater Report 9/15/2015, Building plans 9/14/2015, Building plans 10/5/2015 TJ Melvin (Stamsky and McNary) Mr. Melvin presented a project for a proposed garage addition at 12 Brookside Ave. He explained that all work will be done outside of the 100 foot buffer zone. He stated that an infiltration trench will be added to decrease additional runoff. Comments and concerns from the commission: The commission questioned whether the addition would have to be moved in order compensate to for the infiltration system. The commission requested that an O and M plan be submitted. The commission requested that the geotextile detail be taken off the bottom of the infiltration trench. Motion to close the hearing made by Mr. Langseth and seconded by Mrs. Dohan. Vote 5-0 in favor. Continued Hearings: 8:10pm DEP File No.201-996, BL 953 NOI, 16 Summer Street Applicant: Gabler Realty Trust Project: Proposed completion of landscape work, construction of a shed, extension a driveway within the 100-foot Buffer Zone of Bordering Vegetated Wetlands and Bank, and conduct restoration activities Motion to continue the hearing until October 19th at the applicant's request made by Mr. Beuttell and seconded by Mr. Langseth. Vote 5-0 in favor. 8:10pm DEP File No. 201-984, BL 942 NOI, 151 Grove Street Applicant/Owner: Marcel P.J. Gaudreau Project: Demolish and reconstruct a new single-family dwelling within the 100-foot Buffer Zone to Bordering Vegetated Wetlands Motion to continue the hearing until October 19'at applicant;s request made by Mrs. Dohan and seconded by Mr. Langseth. Vote 5-0 in favor. 8:11pm Motion to adjourn the hearing made by Mr. Wolk and seconded by Mrs. Dohan. Vote 5-0 in favor.
