Ms.Fenollosacalledthemeetingtoorderat3:05PM. 1)MeetingMinutesfrom10/29/15 Ms.FenollosaintroducedminutesforapprovalfromtheCPC meetingonOctober29,2015.Severalrevisionsweresuggested.Afteramotiondulymadeand seconded,theCommitteevotedtoapprovetheminutesasamended,90. 2)Projectupdates/memberconcerns Ms.LaneupdatedtheCommitteewithseveralapplicant interviewdates.Threeprojectsstillrequiredscheduling. 3)MunroeCenterfortheArtsWindowRestoration Whilewaitingfortheprojectapplicantsto arrive,theCommitteerealizedduringdiscussionthattwodifferentapplicationsweresubmitted forthesameproject.Mr.KanterdistributedtheCapitalImprovementProjectapplication(not receivedbytheCPC)thatwassubmittedbyTownFacilities.TheapplicationreceivedbytheCPC fortheprojecthadbeensubmittedtotheCommitteedirectlybytheMunroeCenterforthe Arts. TheCommitteeexpressedsomeconfusionregardingtheownershipandmaintenanceofthe Townownedbuilding.Mr.DeMangoexplainedthatcapitalprojectsarebidthroughand overseenbythetownevenwhentheMunroeCenterpaysfortheservices. Upontheirarrival,NancySofenandThomasGriffithswerequestionedbytheCPCaboutthe agreementbetweenthebuildingtenantsandtheTownbutneithercouldprovideafirm responseregardingtherelationship.Mr.Griffithssaidtherewassomeambiguitywithinthe agreementaboutwhowasresponsibleforcapitalprojects.TheMunroeCenterpaidforsome pastprojectsbecausetheyhadthefundsavailablebuttheyrequestedCPAfundsforthe windowstudybecausetheprojectexceededtheirfinancialcapabilities.The117windowsinthe MunroeCenterarebelievedtobeoriginalandthusinpoorcondition. Ms.SofenprovidedanoverviewoftheMunroeCenterandtheircurrentrequest.Theproposed projectwouldfundastudy(administeredbytheDepartmentofPublicFacilities)thatwould explorebothreplacementandrestorationofthecurrentwindows,provideestimates,prepare bidplansandlaythegroundworkforfuturereplacementorrestorationfunds. Ms.Sofendidnotknowthecosttoreplacethewindows.Thestudywouldprovidethe estimatesforbothoptions.Mr.GriffithsexplainedthatPatGoddard,DirectorofPublic Facilities,recommendedtheamountof$30,000tofundthestudy.Mr.DeMangoalsoexplained thatthestudywouldhelptodetermineifthewindowscontainedanyhazardousmaterials,such asleadpaintorPCBs. Ms.Fenollosaexpressedsomeconfusionaboutthepotentialdisparitybetweenthecost estimateprovidedbythestudyandtheactualreplacement/restorationcosts.Mr.Griffiths explainedthatsometimesthecostsprovidedbystudiesareappropriateand sometimestheyare not.Mr.DeMangoexplainedtheywouldalsobesubmittinganRFPforthework. Afterfurtherdiscussionabouttheproject,theCommitteevoted90inastrawpolltosupport theproject.Ms.Fenollosasuggestedthatiftheprojectreceivesfinalapproval,theMunroe CenterbepreparedtoexplaintherelationshipbetweenthemselvesandtheTownatTown Meeting. Themeetingwasadjournedat3:55PM.
