Home My WebLink About2015-10-01-HPB-min Lexington Housing Partnership MeetingMinutesforThursday,October1,2016 Attendees:HarrietCohen,NancyCorcoranRonchetti,JeriFoutter,MaryHaskell,WendyManz,Bob Pressman,MelindaWalker,BetseyWeiss Absent:JoePato,PaulLinton Guests:JenniferVanKampen ThemeetingwaschairedbyMelindaWalkerandtheminutesweretakenbyHarrietCohen.Themeeting wascalledtoorderat7:35pm. 1.ApprovalofminutesofJune26,2015 Afewtyposwerenotedandcorrectedintheminutes.Mr.Pressmanthenmovedapprovalofthe minutes;Ms.Manzsecondedthemotion.Themotionpassedunanimously. 2.LexingtonHousingAuthority:(LHA)UpdateonExecutiveDirectorSearch/Walker Ms.WalkerinformedtheLHPthatCaileenFoleyhasjustbeenappointedtheExecutiveDirectorof theLexingtonHousingAuthority. 3.ReportonBoSConsiderationofHOMEfundsforRentalAssistance/Walker/Pressman Ms.WalkerspokewithLizRust.TheHOMEprogramhasbeenrenamed. 4.ReportonrentsupplementplanconsiderationbytheBOS/Pressman TheprogramisplannedtosupplythefirstƒƚƓƷŷ͸ƭrentandsecuritydepositforlowincome families.Theprogramcallsforthesecuritydeposittobegiventothetenantwhenthetenantleaves theapartment.TheBoardofSelectmendiscussedwhetheritwasappropriateforthesecurity deposittobereturnedtothetenant.WhiletheBOSwasgenerallyfavorabletotheprogram,the BOSisunlikelytoapprovetheprogramifthesecuritydepositisreturnedtothetenant. TheprogramisrunningintosomedifficultiesinWalthambecausethelowestrentsexceedthe allowedguidelines.ThismaybeanissueinLexington,aswell. 5.DiscussiononCPAfundingrequests/Pressman Mr.PressmansaidthatthespecialTownMeetingWarrantwillincludethemoneytorehabthe WrightFarmHouse.CPAapproved\[ĻǣI!.͸ƭrequestfor$200,000forrehaboftheWrightFarm House.CarlValentereportedthatachemicalthatisnolongerpermittedtobeusedwasfoundat thegroundsatWrightFarm.Mr.Valentedidnotknowwhetherthischemicalisonthehouse grounds. TownproposalsareexpectedbyOctober15,2015.Thefinaldeadlineforproposalsisnominally November1,2015. 6.DiscussionofadvocacyforLearyproperty/Pressman Mr.PressmanpointedouttotheBoardofSelectmanthatmanyyearshavepassedsincetheTown agreedtoaffordablehousingontheLearyproperty.TheLHPhadpreviouslyrecommendedtothe BOSthatCPAfundsberequestedforadesignandconstructiondrawings.Mr.Pressmansuggested thatMs.WalkerrequesttimeontheBoardof{ĻƌĻĭƷƒĻƓ͸ƭagendatorecommendinperson,on behalfoftheLHP,thatCPAfundsberequestedforthispurpose. Lexington Housing Partnership Ms.HaskellmovedthattheLHPrequestMr.PatotoaddaBoardofSelectmanagendaitemto requestthedesignandconstructiondrawings,subjecttotheresultsofMs.ğƌƉĻƩ͸ƭplanned conversationwiththechairofLexHAB.Mr.Pressmansecondedthemotion.Themotionpassed unanimously. 7.ReviewofpublicworkshophostedbytheResidentialPolicyAdhocCommittee/Foutteret.al. TheResidentialPolicyCommittee(RPC)hadapublicworkshoponSeptember4.Ms.Foutter providedcopiesoftheworkshophandoutstotheLHP.ThegoalistoproposearticlesforTown MeetingthatsupportdevelopmentofhousinginLexingtonthatsupporttheĭźƷźǩĻƓƩǤ͸ƭgoalsforthat housing. ThebreakoutsessionsthatMs.Foutterledsuggestedapproachesforaddressingconcernsrelatedto thediversityofhousingtypes.TheRPCwillinvestigateanumberofthesesuggestions. 8.Newbusiness Noneatthismeeting. 9.Setnextmeetingdate meetingwillbeonNovember5,2015. ThenextLHP 10.Meetingadjournment Ms.Weissmovedthatthemeetingbeadjourned.Ms.Cohenseconded.Themotionpassed unanimously.Themeetingadjournedat9:17pm.
