ThemeetingwascalledtoorderbyMs.Fenollosaat3:13PMoncethecommitteereconvenedinthe ParkerMeetingRoom. 1)DiscussionofFY17CPAProjectList Ms.FenollosapresentedtheFY17projectlisttothe committee,notingitwasafluiddocumentandchangingdailypriortotheNovember1 st applicationdeadline.Shenotedthepresentlistdidnotincludeanypendingdebtservice articlesthattheCPCmaypresentto2016AnnualTownMeeting. Ms.FenollosaalsonotedthattheonlyapplicationforacquisitionofpropertyinFY17was \[ĻǣI!.ƭrequestforfundstoacquireaunitofaffordablehousingatKeelerFarm.Sheasked thecommitteemembersiftheyknewofanypendingapplicationsthatmayrequest acquisitionsoflandorproperty.Mr.Cohennotedtherewouldbenoadditionalacquisitionsfor FY17. Mr.McSweeneynotedthattheapplicationsubmittedbytheLexingtonHousingAuthoritywas preparedbytheirnewExecutiveDirector,CaileenFoleywhoreplacedSteveKeane. Mr.WolkpointedoutthattheapplicationsubmittedbytheDPWforfundstoconstructapark tocommemorate\[ĻǣźƓŭƷƚƓƭsistercity,Antony,Franceindicatedtheprojectfellintotheopen space,recreationandhistoricalresourcescategories.Hequestionedtheappropriatenessof theopenspacecategoryandMs.Fenollosarecitedthedefinitionofopenspaceperthe CommunityPreservationAct.Thecommitteeagreedthatthequestionoftheallowable spendingpurposewouldneedtobebroughtbeforeTownCounselforadvice.Shenotedthat st typically,thecommitteesendsallprojectapplicationstoTownCounselaftertheNovember1 deadlineforreviewpriortothecommitteeinterviewingapplicants.Sincetheprojectsthat werebeingpresentedthatdayhadalreadybeenapprovedbyTownCounselinprevious 1 fundingcycles,Ms.Fenollosafeltcomfortableschedulinginterviewspriortosendingthe applicationstoTownCounselforreview. Thecommitteeagreedtoattendtoagendaitemsoutoforderwhilewaitingforthefirst scheduledprojectapplicant,PatGoddard.ItwasnotedthatanincidentattheEstabrook SchoolearlierinthedaymayhavepreventedMr.Goddardfromarrivingtimely. 2)ApprovalofCPCReporttoSpecialTownMeeting Ms.FenollosaintroducedtheĭƚƒƒźƷƷĻĻƭ Reportto2015NovemberSpecialTownMeeting#2andnotedminorrevisionsthathadbeen madethatdayafterthefinalreportwassentelectronicallytothecommittee.Mr.Canale madeamotiontoapprovetheReportassubmittedandMs.Kriegersecondedthemotion.The committeevotedinfavorofsubmittingtheReporttoSpecialTownMeeting(90).After committeeapproval,Mr.KantersubmittedarevisiontotheReport,suggestingthetitleon PageOnebechangedfromͷwĻŷğĬźƌźƷğƷźƚƓandRestorationƚŅtheCğƩƒŷƚǒƭĻͶƷƚͷwĻƓƚǝğƷźƚƓƭ toƷŷĻCğƩƒŷƚǒƭĻͶ͵Thecommitteeagreedtothisminorsuggestedrevision. DuetoMr.DƚķķğƩķƭcontinuedabsence,Ms.Fenollosaaskedthecommitteeandother applicantsinattendanceiftheywouldallowMr.Pinsonneaulttopresenthisprojectsincehe wasalreadyinattendance.Thecommitteeandthoseinattendanceallowedforthechange andMr.PinsonneaultintroducedhisprojectbutwasthenaskedtostopuponMr.DƚķķğƩķƭ arrival.Ms.Fenollosareasonedthattherewereseveralspectatorsinattendancewhohad attendedthemeetingspecificallytoviewMr.DƚķķğƩķƭpresentation. 3)VisitorsCenterRenovation Mr.GoddardintroducedthePublicFacilitiesrequestfor$675,000 tofundapotentialrenovationto\[ĻǣźƓŭƷƚƓƭexistingVisitorsCenter.Heprovidedcopiesofa presentationthatwaspresentedtothePermanentBuildingCommitteeinSeptember2015. Mr.GoddardnotedthatPublicFacilitiessubmittedtheapplicationtotheCPCforrenovation fundsbutconceptualdesignswerestillbeingreviewedtodetermineiftheexistingVisitors Centerwouldberenovatedorifnewconstructionwouldbemorebeneficial.Anupcoming stakeholdersmeetingwouldfinalizetheprogrambasedontheprogrammaticneedsofthe structure.Thefinalizedplanwouldhelpdetermineifarenovationoranewconstructionplan wouldberecommendedtotheBoardofSelectmen. Mr.Hortonaskedforconfirmationthattherequested$675,000wouldbeforworkonthe existingbuildingonly.Mr.Goddardconfirmedandsaidthatamountwasagoodbudget estimateforthepotentialproject.Anyadditionalfundsforrenovationwouldberaisedfrom thetaxlevy. Mr.CohenmentionedthathehadreceivedinputfromsomeLexingtonresidentsaboutthe possibilityofmovingtheWhiteHouse(HosmerHouse)structuretotheexistingVisitorsCenter locationandutilizingtheWhiteHouseinsteadofrenovatingorreplacingtheexistingVisitor Centerstructure.Mr.Goddardsaidhecanlookintoitbutthestructureswerearchitecturally different. Mr.Pressmanaskedabouttheprioramountappropriatedforthedesignandconstruction documentsinFY15.HenotedthenewrequestforFY17included$53,930indesignand engineercostsandaskedifanyoftheFY15fundswerestillavailable.Mr.Goddardconfirmed 2 thatalmostalloftheFY15fundswereunspent,pendingtherecommendationofthe PermanentBuildingCommittee. Ms.Fenollosaaskedifthecommitteewasreadytotakeastrawvoteontheproject.Duetothe uncertaindirectiontheprojectcouldtake,thecommitteedecidedtorefrainfromvotinguntil moreconfirmedinformationcouldbeprovided. 4)MinutemanBikewayWayfinding DavidKucharsky,AssistantDirectorofPlanningandDave Pinsonneault,DPWOperationsManagerpresentedtheapplicationforrequestofCPAfundsfor MinutemanBikewayWayfindingSigns.Mr.Kucharskynotedthat$39,000inCPAfundswas appropriatedinFY16forthedesignphaseoftheprojectandthecurrentFY17requestof $120,000wouldmovetheprojectintotheimplementationphase.Theimplementationphase wouldincludethefabricationandinstallationofsignsandGISmappingtoassistwith maintenanceoncethesignsareinstalled.Mr.Kucharskynotedthataconsultanthadbeen hiredtodeveloptheimplementationplan. Ms.Fenollosaaskediftheimplementationplanhadbeenfinalizedyet.Mr.Kucharskysaidthe projectplanhadnotbeenfinalizedbuttheyexpectedcompletioninthecomingmonths. Mr.McSweeneyaskediftherehadbeenanycoordinationwiththetownsofBedfordand Arlingtonwithregardstotheproposedproject.Mr.Kucharskysaidthetownshadbeen notifiedof\[ĻǣźƓŭƷƚƓƭintentionbutneithertownmadeanyindicationthattheywould proceedwiththesame. Mr.Cohenaskedwhowouldmakethesignsandif\[ĻǣźƓŭƷƚƓƭDPWcouldpossiblyfabricate some.Mr.Pinsonneaultsaidbidswouldbesubmittedbylocalcompaniesforthesignagesince theDPWcouldnothandleaprojectonthescaleprojected. Mr.Wolkaskedhowmanysignswouldbeplacedalongthebikeway.Mr.Pinsonneaultsaid theydidnothaveexactnumbersyetbutestimatedapproximately400signs.Healsonoted thatsignsizewillvarydependingonthepurposeofeachindividualsign.Bikewayetiquette signagewouldbelargerwhilelocalinformationsignsmaybesmaller. Ms.FenollosaaskediftheDPWwouldberesponsibleforinstallingthesigns.Mr.Pinsonneault saiditwoulddependonthecostandthecapabilitiesofthedepartmentatthetimeof implementation.Mr.Hortoninquiredaboutthetypeofmaterialthesignswouldbemadeof. Mr.Pinsonneaultsaidmostwouldbeconstructedfromaluminumandbeverydurable.The DPWwouldberesponsibleformaintainingtheinfrastructureoncethesignsareinstalled.Mr. KucharskyagainpointedouttheimportanceoftheGISmappinginassistingwithsign maintenance. Mr.Pressmanaskedifthe$10,000requestlistedforDesign/EngineerNeedsonthecurrent applicationwasinadditiontothe$39,000approvedinFY16fordesignfunds.Mr.Pinsonneault confirmed. Mr.McSweeneyaskediftheproposedsignswouldincludeinformationaboutspecificarea businessesoriftheywouldbemoregeneral.Healsoquestionedifsignsponsorshipwasan 3 option.Mr.Pinsonneaultconfirmedthatthesignswouldcontaingeneralinformationabout areabusinessesandsponsorshipwouldbeanissuefortheBoardofSelectmen. Ms.Fenollosaaskedifthesignswouldbeplacedinfrontofareasofhistoricinterest,suchas TowerPark.Mr.Pinsonneaultsaidtheywouldpointoutgeneralplacesofhistoricinterestand howtogettothem.MappingwouldbeintunewiththatoftheHistoricDistrictsCommission. Mr.CohenaskedhowmanymilesofbiketrailisactuallyinLexington.Ms.Shawresponded thatsevenmilesofthetrailrunthroughthetown. Mr.KanteraskedMr.KucharskyandMr.Pinsonneaultforadraftreportofthedesignand implementationplantoallowthecommitteesinvolvedtomakereasonablerecommendations beforethewarrantforAnnualTownMeetingcloses.Mr.Pinsonneaultagreedtothatrequest. Ms.Fenollosaaskediftherewasapossibilityofarevisedrequestexceedingtherequested $120,000.Mr.Pinsonneaultsaidno,theprojectwouldnotexceedtheircurrentrequest. Ms.Fenollosaaskedthecommitteeiftheywerereadytotakeastrawvoteontheprojectand polledthecommittee.Thecommitteevoted90tosupporttheproject. Mr.Kucharskyleftthemeetingattheconclusionofthepresentation. 5)AntonyPark Mr.PinsonneaultremainedandcontinuedtheAntonyParkpresentation.A proposeddesignconceptwasdistributedtothecommittee.Mr.Pinsonneaultnotedthatthe BoardofSelectmenhadauthorizedtheTourismCommitteetobuildaparkontheproposed siteinTowerParkandanarchitect,Studio2112LandscapeArchitecture,hadbeenhired. Submittedbidscamebackwithexceedinglyhighercoststhanwhathadbeenraisedinprivate fundsandtheCPAfundsrequestedwouldbeusedtosupplementthatprivatemoney.Healso notedthatsomeprivatedonorswerewaitingtoseeprogressontheparkbeforedonating additionalmoneytotheproject.The$60,000inCPAfundswouldbeusedforcontinuing designfeesandconstruction. Ms.Fenollosaaskedforthetotalestimatedprojectcost.Mr.Pinsonneaultsaiditiscloseto $90,000.Ms.Fenollosamentionedthatitwouldbeusefulforthecommitteetoknowthe amountofprivatefundsalsocommittedtotheproject. Ms.Kriegeraskedwhowouldberesponsibleforthemaintenanceoftheproposedperennial flowerbedsinthepark.Mr.PinsonneaultexplainedthattheDPWhadagoodrelationshipwith theƚǞƓƭGardenClubandhadbeenintalkstoturnoverthatresponsibilitytotheClub.The DPWwouldmaintaintheturfsinceawaterlinehadalreadybeenestablishedintothearea. Ms.Fenollosaaskedifanythingshownontheproposalhandoutwouldnotbeincludedinthe finalplans.Mr.Pinsonneaultsaidthatthegranitestepswouldbeeliminatedinaneffortto bringdowntheprojectcosts. Mr.Wolkspokeofprevioustreesthatwereplantedintheparkbutdied.Itwasnotedthatall treesweredonatedorpurchasedwithprivatefundsbutMr.Wolkexpressedconcernaboutthe phenomenonbecausethemoneyforthetreescamefromafundingsourceandthatmeantless moneywasavailableforsomeaspectoftheproject. 4 Ms.Fenollosamentionedthatabreakdownoftheamenitycostswouldbehelpful. Mr.WolkbroughtupthequestionoftheCPAallowablespendingpurposethatwaspreviously discussedbythecommitteepriortoMr.tźƓƭƚƓƓĻğǒƌƷƭpresentation.Mr.Pinsonneaultstated thattheprojectprimarilyfellundertheopenspaceprovision. Ms.Fenollosaexcusedherselffromthemeetingat4:15andMr.Wolkassumedthe responsibilitiesoftheChair.NostrawvotewastakenontheAntonyParkproject. 6)ApprovalofMinutes Mr.WolkintroducedminutesforapprovalfromtheCPCmeetingon October1,2015.Mr.CanalemovedtoapproveandMr.McSweeneyseconded.Mr.Kanter suggestedarevisionundersection12tothestatementputforthbyMr.Pressmanregarding therequirementbytheStateforthefarmhouseontheWrightFarmpropertytobeplacedon theSubsidizedHousingIndex.Mr.Pressmanagreedandtheminuteswereapprovedas amended,80. 7)OpenMoneyArticleReport TheOpenMoneyArticleReportwasdistributedandreviewed,as requestedatthepreviousmeeting 8)WrightFarmhouseRenovation Mr.Pressmanmentionedthepossibilityofchemical contaminationatthesiteandthatitwasundergoingfurtherexploration.Mr.Kanterreminded thecommitteethatTownManager,CarlValentedisclosedthepossibilityofsitecontamination attheĭƚƒƒźƷƷĻĻƭlastmeetingandcautionedagainstanysortofdeclarationuntilresultswere confirmed. Mr.KanterpointedoutthattheapplicationsubmittedbyLexHABforrequestof$200,000in CPAfundsattheupcomingSpecialTownMeetingcouldbeconsideredinadequate.No financialbreakdownforuseoftheFY17fundswasincludedandthetableincludedonthe applicationlistedamountsastheypertainedtodifferentLexHABprojects.Theamountlisted forFY17($200,000)wastheonlyrelevantinformationontheapplication.Mr.Kanter suggestedthecommitteemaywantacorrectapplicationonfile. Mr.Hortonaskedaboutthesizeofthehouseinregardstolivingspace.Hepointedoutthatit appearsthesquarefootageofthefarmhouseexceedsthatlistedontheGuidelinessetforthfor theuseofCPAfundingbyLexHAB.Henotedthathewasnotvoicinganobjectiontothe ĭƚƒƒźƷƷĻĻƭrecommendationoftheprojecttotheSpecialTownMeetingbutthoughtit noteworthyforconsiderationoffutureprojectrequestssubmittedbyLexHAB. 9)CPC2015AnnualTownReportSubmittal Thecommitteevoted(80)toapprovetheir submissiontotheAnnualTownReport.
