Ms.Fenollosacalledthemeetingtoorderat3:04pm. 1)CommitteeBusiness: a.IntroductionofnewCPCAdministrator ElizabethLane,the/t/͸ƭnew administrativeassistantwasintroducedtothecommittee. b.AppointmentofChairandViceChair AfteramotionmadebyMr.Wolkand secondedbyMs.Krieger,Ms.FenollosawasunanimouslyvotedChairpersonofthe committee.Mr.WolkwasunanimouslyvotedViceChairafteramotionwasmade byMr.Cohenandseconded. 2)AnnouncementofKuehnAwardRecipient Ms.Fenollosareportedthatshewastoreceive aRobertKuehnCommunityPreservationAwardduringaneventbeingheldattheState HouseonOctober6,2015.Ms.Fenollosathankedherunknownnominatorandreceived praisefromthecommittee.Severalmemberssaidtheywouldattendtheevent. 3)DistributionofNeedsAssessmentReport Ms.FenollosadiscussedtheĭƚƒƒźƷƷĻĻ͸ƭannual NeedsAssessmentReport.Thecommitteewasremindedthatoncethereportisupdated,a publichearingwillneedtobeheld.Sectionsofthereportweredistributedtothe correspondingmembersforupdates. 4)CommunityCenterPreservationRestrictionFundingAgreement Ms.Fenollosadiscussed theFundingAgreementtobesignedinfavoroftheLexingtonHistoricalSocietyfortheirrole asgranteeunderthePreservationRestrictionontheCommunityCenter.TheTown preparedthefundingagreementafterthe/t/͸ƭrecommendationandTownMeeting's approvaltoappropriate$25,000inCPAfundsattheSpringAnnualTownMeeting.Dueto theFundingAgreementbeingfundedwithCPAfunds,theTownrequestedtheCPCbea signatorytotheagreement.Ms.Fenollosaexplainedsheneededapprovalfromthe committeeinordertosignthedocumentonthe/t/͸ƭbehalf. Mr.Pressmanexpressedconcernwithwordingofsection3.3ofthePreservation Restriction,notingthewordingistoorestrictiveandpreventsthebuildingofindependent structuresonthepremises.Mr.Pressmanpointedouttheneedformoreseniorhousing andotherbuildingneedswithinthetown.HenotedthathewouldnotvoteinfavorofMs. Fenollosasigningthedocumentonthe/t/͸ƭbehalf. Mr.KantercautionedthecommitteethatthePreservationRestrictionappliestotheentire propertyandnotjusttheportionofthepropertyfundedwithCPAfunds.Mr.Pressman clarifiedthathewasobjectingtothefactthatthecarveoutforpropertyfundedwithother townfundswasalsorestrictedandthatthePreservationRestrictionisnotyetfinal.Mr. CohenconfirmedthattheRestrictionisnotfinalized.Mr.Wolkmadeamotiontoapprove thecommitteeĭŷğźƩ͸ƭsignatureandMr.Canalesecondedthatmotion. Mr. McSweeneyquestionedwhytheRestrictionźƭƓ͸Ʒapprovedatthetimethepropertyis purchasedandMr.CohennotedthedifficultieswithcompletingtheRestrictionatthesame time.Mr.Pressmanagainnotedtheissueofrestrictingfuturebuildingsonthepremises,as allowedbythewordingoftheRestriction. ThecommitteevotedinfavorofMs.Fenollosasigningthedocument,(81).Mr.Pressman opposed. 5)WrightFarmApplicationforFallSpecialTownMeeting Priorto\[ĻǣI!.͸ƭpresentationto thecommitteeat3:45pm,Ms.FenollosaprovidedarecapontheirrequestforCPAfunds torehabilitatethestructureat241GroveStreetforaffordablehousing.Thewarrantarticle attheSpringAnnualTownMeetingwasnotbroadenoughtoallowforrehabilitationatthat th time.WhilethewarrantfortheFallSpecialTownMeetingclosedonSeptember25,Ms. FenollosathoughtLexHABmaywishtobringtherequesttoSpecialTownMeetingand askedforaplaceholderontheupcomingwarrant. Mr.Cohenquestionedifthecommitteeneededtovoteagainontheprojectsinceitalready votedonthisinMarchpriortotheannualTownMeeting.Ms.Fenollosasaidyes,the committeedidvotetorecommendtheprojectlastspring,butthecommitteeneededto confirmthattheproposedprojectscopeandamountsarethesame.Mr.Pressman mentionedthattheConservationCommitteemayseekmoneyforrestorationofthebarnon thepropertyandMr.Wolkconfirmedthatwascorrectbuttherewillbeaseparate applicationsubmittedtothespringTownMeeting.Mr.Pressmanthoughtitmightbe advantageousforthetwoprojectstobegroupedbutMr.Wolksaidtheconservation projectisnotreadyforsubmission.TheConservationCommitteesupportstheSpecialTown Meetingarticle.Healsonotedthatthelandhasnotyetchangedownership;thatmay occurinlatefallofthisyear.Mr.Pressmanaskedifthegarageislocatedonhousingor conservationland.Mr.Wolkthoughitwasonhousinglandandalsonotedthatthegarage isinpoorcondition. 6)ApprovalofMinutes Theminutesofthemeetingsfrom3/4/15and3/18/15wereapproved assubmitted. 7)EthicsTrainingReminder Ms.Fenollosaremindedthecommitteeoftheneedtocomplete theonlineEthicsTraining. 8)2015CPCMeetingSchedule Thecommitteediscussedtheirfallmeetingscheduletoreview forthcomingprojectapplicationsforCPAfunds.Theyscheduledtheirnextmeetingfor October29 th andagreedtomeetweeklyonThursdayafternoonsat3:00PMuntiltheendof theyear(excludingNovember26,December24andDecember31). 9)AnnualTownReport TheCPCagreedtohavetheirphotographtakenoutsideCaryHallat theirnextmeetingonOctober29forsubmissiontotheAnnualTownReport.Ms.Lanewill arrangethephotographwiththephotographer.Ms.FenollosaalsorequestedforMs.Lane tocirculatedraftsofthe/t/͸ƭsectionofthe2015AnnualTownReporttomemberspriorto theirnextmeeting.Shealsoaskedforapprovalofthereporttobeaddedtotheirnext agenda. 10)\[ĻǣźƓŭƷƚƓaźƓǒƷĻƒğƓ coverageoftğƩƉĻƩ͸ƭRevengeproject Ms.Fenollosasharedan articlewiththecommitteethatwaspublishedinthe\[ĻǣźƓŭƷƚƓaźƓǒƷĻƒğƓ aboutthe FriendsofMinutemanNationaltğƩƉ͸ƭtğƩƉĻƩ͸ƭRevengeprojectthatwaspartiallyfunded withCPAfundsbythespringAnnualTownMeeting.ThecommitteenotedthattheCPCwas notrecognizedinthearticlebuttheywerementionedinanationalpressreleasethatwas issuedearlierintheweek.Ms.FenollosaaskedifaCPAsignhadbeenerectedatthesite. Ms.Kriegersaidno,becausethesiteisonFederalland,butshewouldworkongettingthe CPCrecognizedsincetheallocatedfundsmetthethresholdforrecognition.Ms.Fenollosa askedMs.Lanetocirculatethepressreleasetothecommittee. 11)WrightFarmrehabilitation/BillKennedyLexHAB Mr.Kennedyspoketothecommittee about\[ĻǣI!.͸ƭrequestforCPAfundsfortherehabilitationofthesinglefamilydwellingon theWrightFarmpropertyat241GroveStreet.Ahandoutoftheestimatedexpenseswas distributed.Hestressedthattheplanisforrehabilitationofthesinglefamilyhouse;nonew constructionisplanned.HealsonotedthatutilizingstudentsfromMinutemanTechnical HighSchoolwouldbeproblematicduetothepotentialenvironmentalhazardsofthehouse. Thehousewasbuiltinthe1930sandmaycontainleadpaintandasbestos.Ms.Fenollosa askediftheplansincludedhazardouswasteremoval,Mr.Kennedyconfirmedthattheydid. Mr.Kennedyreviewedtheestimatedcostswiththecommitteeandconfirmedallfunding wouldbefromcommunityhousingCPAfunds.Ms.FenollosamentionedthatLexHABwould berequiredtogobeforetheHistoricalCommissionifalloftheexistingwindowsweretobe removedandsuggestedtheyresearchthebenefitofrepairingversusreplacingthewindows inthehouse.Mr.Kennedysaidhewoulddoso.Ms.FenollosaaskedifLexHABshould consideraskingtheCPCformorefundsinordertoensuretheprojectcanbecompletedin itsentirety.Mr.Kennedysaidhehopedtocompletetheprojectwiththefundslistedbut agreedtoroundupthecost. TownManager,CarlValentenotedthattheTownrecentlyreceivedfindingsfromtests conductedattheproperty.Bothleadandchlordanewerefoundatthesiteandadditional fundsforremediationmayberequestedpriortotheSpecialTownMeeting.Ms.Fenollosa askedifthosecostscouldbeaddedto\[ĻǣIğĬ͸ƭpresentrequestbutMr.Valentesaidthe reportwasjustreceivedandtheTownwouldcomebackwithanadditionalrequest,if needed. Anadditional$22,900wasaddedtotheestimatedcostforwindows,makingthetotal request$200,000ofCPAfunds,tobeappropriatedfromthecommunityhousingreserve fund.Mr.WolkmadeamotiontoapproveandMs.Kriegerseconded.Thecommittee voted90toapprovethefunds.Ms.FenollosaaskedMr.Kennedytosubmit aformal applicationtothecommittee. 12)CPArelatedarticlesforFallSpecialTownMeeting Mr.ValentereviewedadditionalCPA relatedSpecialTownMeetingarticlesanddistributedadraftwarranttothecommittee, notingArticlesfiveandsevenfortheĭƚƒƒźƷƷĻĻ͸ƭconsideration.Mr.Pressmanquestioned thearticlecontainingthetransferoftheBusapropertydeedfromtheTowntoLexHAB.Ms. FenollosaaskediftheCPCisinvolvedinthetransfer.Mr.Valenterespondedthatnoaction bytheCPCisneededbutthetransferrequiresavoteatTownMeeting.Mr.Pressmannoted thattransfertoLexHABwasrequiredbytheStateinorderforthedevelopmentofthe propertytohavethebenefitofthe{ƷğƷĻ͸ƭLocalInitiativeProgramandthusfacilitateit beinglistedontheSubsidizedHousingIndex(SHI). Mr.ValentealsodistributedadocumentthatdetailedbalancesintheCommunity PreservationFund.Mr.Pressmanrequestedareportoftheunencumberedamountsofpast CPAprojects.Mr.Valentepointedoutthatanopenarticlereportisreviewedeveryyearat theAnnualTownMeeting.Mr.Kantercautionedthatunencumberedamountsarenot necessarilyavailableuntiltheprojectsareconfirmedcomplete.Ms.Fenollosaagreedthat theyĭğƓ͸Ʒcountonthatmoneyforforthcomingprojectsandwouldgetalistofopenmoney articlesfromRobAddelson,AssistantTownManagerforFinance,fordistributiontothe committee. Ms.Fenollosaaskedthecommitteeiftherewereanyadditionalquestionsorconcernsfor Mr.Valente.Mr.ValenteconfirmedthegrantagreementfortheCommunityCenter preservationrestrictionwasalmostcomplete.IthadbeenapprovedbytheBoardof SelectmenandissettogobeforetheHistoricalSocietythismonth.
