Ms.Canalewantedtoknowiftheengineeringdepartmentwouldbeattendingthemeeting. Mr.WeeksmentionedthathehaddiscussionsabouttheProspectHillprojectwithCarl Valente,TownManager.JohnLivseyoftheEngineeringDepartmentcontactedMr.Weeksto informhimthatatthistimethereisnoengineeringstudy,onlyasurveyatthistime.The DPWprovidedanexistingconditionsplanregardingtheProspectHillprojecttotheSWC. AmeetingissetforMarch16,2015at9am.TheSWCwillmakeitsrecommendationon ProspectHillatthattime.Theguidelinesforspeakingatthemeetingwerebrieflydiscussed. Ms.Crockersuggestedthatcommentsfromproponentsandopponentsbealternated.She andthenpubliccommentclosed.AtthattimetheSWCwill saidcommentswillbeheard, deliberate.Expectationsshouldbeproperlysetsoattendeeshaveaclearunderstandingasto theprocess.NoonefromengineeringwillbeattheMarch16meeting. TheSpecialTownMeetingisMarch23,2015.TheRegularTownMeetingbeginsonMarch26, 2015.TheSWCneedstoknowwhenadecisiononthisprojectisrequiredfortheBoardof Selectmen. Thereare2¢¨³¨¹¤­²ȌarticlesregardingsidewalkimprovementfortheupcomingTown Meeting.Thereisalineitemfor$600KonthewarrantforTownMeetingfortheFY16 sidewalkbudget.$120KofthiswouldbedirectedtotheMarrettRoad($100K)andthe PleasantStreet($20K)projects. Ms.CrockermentionedthattheSWCmembersshouldbemindfuloffacialexpressionsduring themeeting.HavinglearnedfromexperiencewiththeWinthropRoadproject,itisimportant thatmembersconveyneutralitywhenlisteningtospeakers. Mr.Osbornewantedtoknowthetimelinefortheprojectifitisapproved.Ms.Ciccolosaid designwouldoccurinthesummerandfall.Theprojectwouldnothappenuntilperhapsthe fallof2016.Engineeringwillconductpublichearingsandnotifyresidentsofanymeetings thatarescheduled.Detailsmaychangebasedonfeasibilitystudies.Nothingisconcreteat thistime. 2.DPWUpdate:Mr.ValentisaidthatLexingtonreceived87.5inchesofsnowfromJanuaryto February.Thatis90%ofanaverage²¤ ²®­Ȍ²snowfallinonemonth.TheDPWhasreceived manylettersofthanksandkudosfromcitizens.Therewere10watermainbreaks.Mr.Weeks suggestedthatflagsbepoutaroundhydrantstomakethemeasiertolocateandshovel.Mr. Valentisaidhomeownersneedtobeshovelingorsnowblowingtheirsidewalks.Thereare64 milesofsidewalkinLexington.Howtheygetploweddependsonthetypeofsnowevent.The DPWdoesthebesttheycan,butcitizensneedtopitchinaswell. Mr.ValentisaidthereisatreehearingscheduledforConcordAvenue.Hewasnotsureasto whenthemeetingis,butthereisaresidentofthatstreetunhappywithplannedtreeremoval. 3.PlanningBoardUpdate:Ms.CiccolodiscussedthestatewideprogramcalledComplete Streets.Communitiesthatjointheprogramearlyaremorelikelytogetmoremoney.The programisflexibleforallkindsofcommunitiesfromruraltourban.Fundscouldbeusedfor maintainingbicyclelanesorimprovingmarkings,forexample.Thefundingiscapitalmoney. TownmaintenancemoneyisnotapartofCompleteStreets. 4.LPSTransportationUpdate:Noupdatesatthistime. 5.SafeRoutestoSchoolUpdate:Noupdatesatthistime. 6.CorrespondenceLogȟotherthanProspectHill:Ms.Canalereviewedanemailthatwassent toherdirectly.ThesendersaidthatthesubjectofProspectHillshouldnotbeontheTown MeetingWarrant.Thewriterexpressedfrustrationthatthereisnoengineeringstudyonthe project.Ms.CiccolosaidthatthereportontheProspectHillprojectiscomprehensive.
