HomeMy WebLinkAbout2015-03-25-SC-PMRS-minLexington School Committee's Policy Manual Subcommittee March 25, 2015 at gam Lower Level Conference Room 1 Central Office, 146 Maple Street Attendance: Subcommittee members Jessie Steigerwald Chair, Judy Crocker Mary Ellen Dunn Assistant Superintendent for Business and Finance, Superintendent Ash Ms. Steigerwald called the meeting to order at 9:30am. 1. Review of Finance, Business, and Emergency Readiness policies with Mary Ellen Dunn, Assistant Superintendent of Business and Finance • EBC - Emergency Plans: replace current MASC policy but change title to be more inclusive to Emergency /Crisis /Multi- Hazard Management Plan. The Emergency Management Plan document itself is not a public document. Budget funding is needed for annual crisis team training during each summer. SC is invited to attend. Advisory committee meets minimum of twice /year and chaired by Asst Superintendent for Business and Finance. • CE - Administrative Councils. Cabinets. and Committees: Include in last paragraph - "will follow SC policy and Expenses by such groups incurred will follow policies and related administrative directives but only in budgetary allotments." • DGA - Authorized Signatures: Waiting for BoS Norman Cohen input. • DBJ - Budget Transfer: currently informed of all transfers. Recommends changing language to include "...Committee shall be kept abreast..." In other fiscal policy, the timeliness of receiving quarterly reports is outlined. Also, change term plural to "authorities." • IHCFA - Extended Day Programs: Needs to further review. • JIF - Student Activities: There is an update required but do not have regulation to date. 2. Review and Discussion of policies on Hold pending further review or requiring administrative input with Superintendent Ash and Ms. Dunn. • GCRD - Private Tutoring for Pay: Private employees so they establish their own rates. • GCA - Professional Staff Positions: • GDB - Support Staff Contracts and Compensation Plans: o Add "...for support staff periodically,..." o Remove `plan." o Add "In approving annual Budget,.. o Add "The superintendent will set rate of pay for personal not covered by bargain agreements, consistent with the amount of money approved in the SC's annual budget." • GDD - Support Staff Vacations and Holidays: o Add employment to title. o At the time of hire and renewal, all non - bargaining employees have one -year contacts. Add "Superintendent will execute for all non - bargaining employees All non - bargaining employees shall have an annual employment letter all will rec a employee contact at the time of hire and renewal a contract that defines wages, hours, and working conditions. o Nonunion employment o Delete second paragraph. • GBEA - Staff Ethics /Conflict of Interest: o No direct relative hired in same building. Therefore define immediate family member, add: "...such as grandparents, parents siblings, children, aunts, uncles and nephews." • GBEBC - Gifts to and Solicitations By Staff: o Exempts retirement o Superintendent exception include student fundraisers o Define PTA allocation gifts? Is it a gift to teacher or district if a gift is designated for the classroom? Needs opening paragraph: Unless otherwise defined below, all gifts must follow M.G.L. 268A. o Add reference to Conflict of Interest Law. o Add reference that all SC must accept gifts for district. • GBGB - Staff Security and Safety: o Keep last paragraphs only and add "by schools or town..." • GCA - Professional Staff Positions: o School Committee can create and abolish positions via budget. In Lexington, FTE hiring is flexible with discretion of superintendent. o Job title comes with job description. o Add: With each staff position, the superintendent shall have the authority to change the number of positions within the school year subject to funding within the budget. GCBA - Professional Staff Salary Schedules: GCBB - PA eliminate. Ask Jim Hardy if this is prudent and overlap with GCBA. 3.
