Minutes of Meeting of August 28, 2015

A meeting of the was held on Friday, at 7:45 a.m. in the
Parker Room in the Town Office Building at 1625 Massachusetts Avenue.
Members Present:
Margaret Coppe, Bhumip Khasnabish ,Joe Pato, Andrew Dixon, Peter Enrich, Ginna
Johnson, Fernando Quezada.
Members Absent:
Dan Krupka, Peter Lee, Alan Wrigley, Carroll Ann Bottino
Others Present:
Marian Cohen, Elaine Ashton, Cristina Burwell, Koren Stembridge
The meeting was called to order at 7:45 a.m.
The minutes from the 20/20 Vision Committee meeting of July 24, 2015 were reviewed, corrected and
approved.
Focus areas:
On the topic of the proposed 20/20 focus areas, Peter Enrich said that the sub-group on
issues of diversity beyond race and ethnicity will now be referred to as “Social Diversity”. He reported
on a meeting held with Andrew Dixon and Carroll Ann Bottino. Ginna Johnson and Richard Canale were
unable to attend but Marian Cohen provided guidance on the types of information that would be relevant
for the group’s purpose. He explained that the group will look at the status and trends in Lexington
demographics relating to age, income, educational background, duration of residency and other
characteristics. It was mentioned that it will be important to integrate data from different sources and that
Joe Pato has access to data that would be relevant for this purpose. The idea of doing another survey for
supplemental information gathering was also mentioned as a possibility. Other sources of information
were also discussed. Peter mentioned that the group should seek to have the information on the
demographic trends available by the end of the year.
Bhumip Khasnabish provided an updated handout on the topic of the future of e-government. He
pointed out the usefulness of looking at the following issues: Integration of systems, coordination of
services and challenges of digital divide among Lexington residents. Bhumip stated his intention to get
together for a meeting with Donna Hooper and others involved in electronic access to Town-related
information and related services. He mentioned that provision of widespread broadband connections
throughout Lexington would be a consideration for ensuring effective and equitable community
engagement. Public attendee Elaine Ashton called attention to the possibility of holding an event where
various electronic and mobil applications would be featured and demonstrated. Margaret Coppe
mentioned that she had spoken with the School Superintendent about this topic and its relevance to the
Lexington’s education agenda. Peter Enrich observed that at least part of the “digital divide” can be due
to personal preferences on the part of the users. He also cautioned that the 20/20 Committee should be
mindful of not getting involved in the actual operational aspects of e-government in Lexington. F.
Quezada encouraged the group to focus aspects of “e-governance” as well as e-government.
Town Annual Report.
F. Quezada distributed a draft of the 20/20 Committee’s input for the 2015 Town
Report. He asked the committee to review the text and bring any suggestions or changes to the next
meeting.
Meeting calendar.
The committee agreed on the following dates for the next meetings: September 18,
October 30, and November 20, 2015. It was mentioned that an email will be circulated to determine
whether the December meeting will be on Dec. 17 or Dec. 18, 2015.
